In this position you will serve as an IRMS (Isotope Ratio Mass Spectrometry) subject matter expert to develop and handle complex scientific and technical procedures and methods to advance technology independently. This position starts at a salary of $115,118.00 (GS-13, Step 1) to $149,651.00 (GS-13, Step 10) with promotion potential to $149,651 (GS-13 Step 10).

Major duties of this position include:

  • Conducting and investigating scientific, technical, and statistical work on quality-related applications as related to technical training, sub-sampling, methods, instrumentation, validations and verifications, and test data and reports.
  • Developing and providing input on complex scientific and technical procedures and methods.
  • Managing the Isotope Ratio Mass Spectrometry (IRMS) systems and providing staff with day-to-day assistance with the operation of the spectrometers and with the analysis, interpretation, and determination of IRMS isotope delta values.
  • Assisting other Laboratories and Scientific Services (LSS) laboratories with data analysis and IRMS data interpretation as needed; serving as an expert source of consultation for LSS and other experts in significant IRMS matters.
  • Assessing and providing resource budgetary needs and communicates the spend plan details to Branch Chief (first-line supervisor) to include funding towards IRMS related operations, equipment, training and development, travel, quality-related services, and supplies.

Qualifications

Basic Requirements:

A. Degree: Physical sciences, life sciences or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours in physics.

B
. Combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics plus appropriate experience or additional education.

TRANSCRIPTS ARE REQUIRED. FAILURE TO PROVIDE TRANSCRIPTS WILL RESULT IN LOSS OF CONSIDERATION.

Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:

  • Performing difficult analyses of samples in the laboratory or in the field, developing identity, grade and composition, information regarding origins, methods of manufacture, etc.
  • Providing expert advice to other chemists and officials on sampling and sample storage procedures, analytical methodology, instrumentation, and problems associated with analyzing samples as well as a solution to these problems.
  • Writing analyses reports, management briefings and technical papers regarding laboratory regulations for publication or agency use.
  • Having expert knowledge on utilizing advanced sample preparation techniques, such as dealing with exchangeable hydrogen, to analyze complex laboratory samples.

  • Knowledge principles, theories, and practices of isotope ratio mass spectroscopy (IRMS), including advanced analytical techniques, sufficient to serve as a subject matter expert in the analysis of samples.
  • Knowledge on utilizing advanced techniques, such as sulfur isotope ratio analysis, to analyze complex laboratory samples.
  • Knowledge in the interpretation of CBP laws, policies, and regulations, researching precedent decisions and requirements of other Federal agencies laws and regulations, and resolving broad, complex and/or unprecedented technical problems in various scientific areas to provide authoritative advice to internal senior management or external parties.
  • Knowledge of CBP and government-wide operational administrative procedures, policies, laws, and regulations as well as a thorough knowledge of the principles of general administration of technically oriented procedures, policies, laws, and regulations.
  • Ability to organize and coordinate thorough systematic efforts to meet operational and programmatic needs, and to effectively communicate, both orally and in writing, conclusions, alternatives, and recommendations on national policies, programs, or studies.
