Duties

This position functions as the Physician and Provider Recruiter. The Physician and Provider Recruiter is the office of responsibility for local physician and provider recruitment and retention operations of the health system. Duties include but are not limited to:

  • Works directly with medical staff management to determine hiring needs, best recruitment avenues, and compensation packages for medical staff positions Serves as the senior strategic HR recruitment and retention advisor at the local VA health care system (VA Medical Center and community based outpatient clinics).
  • Provides outstanding customer service and "white glove" recruitment practices to ensure applicants for medical staff positions choose VA.
  • Builds coalitions with local educational institutions, professional organizations and other relevant recruitment sources.
  • Provides strategic recruitment and retention services to health system leadership and service line managers.
  • Provides input to health system leadership on short- and long-range analyses of recruitment, hiring and retention requirements.
  • Resolves facility recruitment and retention problems and issues that often involve conflicting or incomplete information.
  • Applies analytical techniques that frequently require modification to accommodate a wide range of variables within the facilities local labor market area.
  • Serves as the case-manager for all physician and provider recruitment and onboarding activities ensuring effective and efficient processes that maximize recruitment outcomes and reduce Time-to-Hire (T2H).
  • Serves as the primary point of contact (POC) for physician and provider candidate site visits/interviews and ensures an enhanced candidate experience through coordination of candidate travel, interview agendas, facility tours, local area community tours, formal contingent offers, and initiation of credentialing and privileging (C&P).
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Selective Placement Factor: Physician and/or advanced practice provider recruitment experience in either a Federal or Private Sector Hospital or Health Care System

The BASIC REQUIREMENT To qualify for a HR Specialist, you must meet one of the following methods: a. merit-based, b. education-based or c. training-based method. Please indicate the method you meet. Transcripts required for education. Formal training -must be instructor lead and a certificate of completion submitted for verification:

  1. Method 1: I have at least one (1) year of specialized experience equivalent to the next lower grade (GS-5) in the Federal service, that equipped me with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience typically includes but are not limited to applying basic HR concepts, laws, principles, policies, methods, practices and/or HR systems. Such experience may be gained in administrative, professional, technical, or other responsible work positions in the public (i.e., Government or military) or private sector.
  2. Method 2: Successful completion of bachelor's degree (or higher).
  3. Method 3: Successful completion of at least 12 credit hours of college-level (associate degree or higher level) course work in any of the following types of fields, majors or programs or those closely related as evidenced by the course or programs: HR (general), HR development, HR management, business, business management/administration, industrial relations, labor relations, industrial psychology, organizational psychology, organizational development, management, organizational behavior, pre-law/law, legal studies, health care management/administration, public administration, public policy, human services, leadership and human. ~OR~ Successful completion of at least four formal training courses in HR. The focus of these HR courses will be in areas or those closely related to general HR, Federal HR, private sector/corporate HR or HR management. These courses must be offered through VA (i.e., Talent Management System courses), Federal agencies/departments (i.e., OPM Federal Human Resources Institute) or through external organizations (i.e., HR Certification Institute (HRCI) Learning, HR University or Management Concepts). For the purpose of this standard, formal means interactive (online or in-person) training that includes communication between the participants and/or the instructor. Successful completion is evidenced by documentation of successful completion by the training organization. ~OR~ Successful completion of a formal certificate program in any of the areas (or related areas) listed in Training 1 (above) or those closely related as evidenced by the course or programs. A formal certificate program for the purposes of this standard means a series or set of courses that provide a foundational or advanced knowledge. The courses must have been provided by an accredited college, university, organization or company and must have required assignments and/or other course work. Examples of providers include, but are not limited to, Purdue University, Global Cornell University (i.e., eCornell) or Wharton School. Successful completion is evidenced by documentation of completion by the training organization. ~OR~ Current professional HR certification through the Society of Human Resource Management (SHRM), HRCI, International Public Management Association (IPMA) (or Public Sector HR Association (PSHRA)), American Society for Health Care Human Resources Administration (ASHHRA) or an organization or company that has a formal structure and is nationally recognized by the profession. (Verification must be provided).
GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience include, but are not limited to: Utilizing effective marketing techniques needed to develop multi-faceted strategies to attract and appeal to various audiences, e.g. HPTs, academic/faculty, and external physicians, providers and other professionals in hard-to recruit occupations/specialties. Conducting in depth analysis of professional medical staffing needs for the hospital. Maintaining a database/management information system to track candidate leads for short term and long-term use. Formulating and implements long and short-term policies, procedures, and program plans for the attraction and retention of professional medical staff. Routinely evaluating the program and prepares reports for executives to make informed decisions. OR
Education that equals a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR
A Combination of Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Title 38 compensation including, but not limited to, physician, dentist, and podiatry pay setting; physician performance pay; nurse locality pay schedules; and Special Salary Rate (SSR) schedules. Title 38 compensation laws, regulations, CFR, VA Directives, VA qualification standards, and other guidelines. Utilizing effective marketing techniques needed to develop multi-faceted strategies to attract and appeal to various audiences, e.g. HPTs, academic/faculty, and external physicians, providers and other professionals in hard-to recruit occupations/specialties. Conducting in depth analysis of professional medical staffing needs for the hospital. Formulating and implements long and short-term policies, procedures, and program plans for the attraction and retention of professional medical staff. Routinely evaluating the program and prepares reports for executives to make informed decisions.
OR
Posses a Graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level.
