Summary

This position serves as a Supervisory Management Analyst for the Chief System Impact and Analysis (SIA) program in the Optimizing Health Care Value Program (OHVP), reporting to the Optimizing Health Care Value Director of Measurement and Evaluation. The OHVP is within the Office of National Center for Patient Safety (NCPS) which is a component of Veterans Health Administration's Office of Quality and Patient Safety (QPS).

ATTENTION: This position is 100% virtual in the Washington, DC commuting area. Commuting area is defined as 50-miles from Washington, DC.

Duties will include:

  • Directing, managing and ensuring national portfolio and program success of major and/or strategic initiatives, mandates and programs identified by VHA Leadership consisting of a complex nature utilizing multiple logic modules and measurement interventions.
  • Evaluating the performance of major milestone reviews to identify system modernizations that are performing well and capture issues and risks that may impede full adoption and readiness of a technology product or supporting processes.
  • Providing comprehensive expertise in project assessment and analysis that can provide detailed, independent reviews at key points in the project.
  • Working closely with the VHA Integrated Project Teams to tailor the SIA process which includes performing process workflow impact and analysis, documenting the benefits and unintended consequences of implementing a new system or process improvement from a functional perspective.
  • Engaging with VHA programs, products, processes, and IT systems that require lifecycle support to ensure they are delivered effectively and efficiently and provide value and benefits to the customer and considering end user's ability to utilize the product as it was designed.
  • Supporting projects ranging in size (small to large), development approach (waterfall to agile), customization (COTS to in house), complexity, and maturity (initiation to fully deployed). SIA can provide support that helps validate functionality and increase the effectiveness of systems and processes.
  • Conducting baseline assessment of the "As-Is" system or process to gain an understanding of the existing functionality and to identify where strengths and weaknesses exist.
  • Reviewing the functional and technical requirements that will be implemented.
  • Confirming that the system has been successfully and sufficiently tested prior to implementation.
  • Verifying that the solution is operationally ready and meets business owner expectations and end-user usability requirements.
  • Driving system improvement through assessment analysis findings.
  • Assessing adoption, functionality, and best practices and lessons learned.
  • Planning work to accomplish by subordinates, setting and adjusting short-term priorities, and preparing schedules for completion of work.
  • Assigning work to subordinates, evaluating work performance of subordinates, giving advice, counsel, or instruction to employees on both work and administrative matters, hearing and resolving complaints from employees, effecting minor disciplinary measures, identifying developmental and training needs of employees, and developing subordinate performance standards.
  • Interviewing candidates for positions in the unit and recommending appointment, promotion, or reassignment to positions.
  • Monitoring time worked and contractor record-keeping procedures.
  • Developing detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs/projects.
  • Reviewing programs/projects to determine how they can be accomplished with the least disruption to workers and mission operations and are accomplished in a timely manner.
  • Participating in regular information planning sessions, reporting on the status and progress of work accomplished to date, and monitoring work in progress.
  • Working closely with the Integration team to establish an Integrated Master Project Management Plan and Schedule for the OHVP programs and preparing senior level reports of mission critical program objectives and units of measure for determining when objectives have been met.
  • Drafting guidance and direction regarding program management and reporting.
  • Managing short and long-range planning activities that include multi-year work plans that are the products of subordinate organizational projects/programs.
  • Representing agency in technical meetings, recording important facts for contracted services or goods.
  • Assisting contractors in understanding technical requirements.
  • Determining appropriate products or services with clients or customers to define project scope, requirements, and deliverables.
  • Developing, modifying, implementing or providing input to project plans.
  • Utilizing multiple project management tools to capture and analyze data for system impact and analysis engagements.
  • Managing, leading or administering project resources; monitoring project activities and resources to mitigate risk; implementing or maintaining quality assurance processes required to review, assess and ensure the quality of health care solutions in a timely manner.
  • Making improvements, solving problems, or taking corrective action when problems arise.
  • Giving presentations or briefings on all aspects of projects.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization.

  • Knowledge of qualitative and/or quantitative methods for assessing and improving complex project management processes.

  • Ability to lead or supervise employees in an organization.
  • Developing detailed plans, tasks, milestone dates and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of programs/projects.
  • Assisting the contracting officer to manage contracting actions and prepare contract requirements.
  • Providing technical oversight, coordination, and integration of multiple functions relative to briefings, correspondence, and liaison with internal and external organizations.
