Duties

As an integral member of the Division’s leadership team, the Technical Assistant supports the accomplishment of the Division’s mission through communication and coordination on the policy, programmatic, and administrative activities of the Division. Duties include but are not limited to:

  • Provides leadership and support at the Division level for a broad variety of program management, resource assessment, scheduling, program evaluation, policy development, and other review activities related to division workload responsibilities.
  • Provides expert guidance and advice for the Division management in assessing and resolving issues within the division. Provides overall coordination within the Division, with the other divisions in the office, and with business line partners as needed.
  • Accomplishes special projects requiring coordination among various branches within the division. Provides administrative coordination among other divisions in the office, business line partners, and other offices.
  • Coordinates resolution of policy and programmatic issues that affect the division and provides policy advice and assistance to the Division management and to other members of the division. Develops and provides oversight of division activities and documents for human resources management, budget formulation and execution, contracts, program planning and monitoring, and information technology to ensure consistent implementation of policies.
  • Assists Division management in the preparation of presentations, reports, and special studies, involving issues or work activities that have a significant impact on budgeted staff resources. Gathers data from a wide variety of sources and subjects this data to analysis in order to produce the essential information in a cogent, interesting, and convincing fashion.
  • Prepares responses to certain categories of assigned principal correspondence for the Division management, including communications from Members of Congress, state and local officials, foreign officials, Tribal leadership, non-governmental organizations, and others.
  • Performs special projects as assigned by the Division management or as initiated individually. Develops and implements improvements in handling administrative aspects and any other division needs of day-to-day operations.
  • Serves as liaison with other divisions in the office to support the Division management’s participation in management meetings and other forums.
  • Performs studies and analyses with recommendations on programs, projects, plans, and policies that significantly impact the effectiveness and efficiency of the Division.
  • Assists in the development of the office’s Performance and Internal Controls Plans. Coordinates inputs from the various Division branches. Monitors progress against the Performance and Internal Controls Plans during the fiscal year and recommends corrective action, as necessary to the Division management.
  • Participates in organizational planning for full utilization of division staffing and fiscal resources to attain program objectives, and in assessing division performance against established goals. Develops, reviews, analyzes, and presents the division budget. Coordinates responses to budget questions from various sources. Analyzes division operations and utilization of staffing and fiscal resources to formulate required basis and justification for preparation of the division's budget and human capital needs.
  • As assigned, assists Division management in the preparation of the division staffing plans and makes recommendations regarding utilization of personnel resources, organizational changes, and staff assignments.
  • As assigned, coordinates training activities for the Division, including scheduling, prioritizing requests, and coordinating with other organizations on the delivery of training.
  • As assigned, coordinates awards and recognition activities for the Division and interfaces with other organizations regarding award activities.

Qualifications

In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.

The ideal candidate will be able to demonstrate the following:

  • Knowledge of the functional activities and primary interfaces of the agency sufficient to carry out the duties described above.
  • Demonstrated ability to communicate information, ideas, and advice in a clear, concise, and logical manner, both orally and in writing, for a variety of complex matters and stakeholder audiences.
  • Analytical ability sufficient to plan, organize, and perform a variety of program and administrative management functions and activities involving competing priorities and deadlines.
  • Ability to work effectively with other division or office representatives in coordinating effort and building consensus.

SPECIALIZED EXPERIENCE is demonstrated experience providing support, advice, and guidance on program or policy planning, strategic planning, or performance management; analyzing and evaluating issues to manage and advance projects; and coordinating with other organizations (internal or external) to accomplish a range of activities, such as program management, resource assessment, scheduling, program evaluation, and policy development.

Additional information

The duty location of this position is Rockville, MD. In general, employees are expected to be in the office at a minimum of 4 days per pay period. Telework schedules, including full-time telework, are approved, on a case-by-case basis. If selected, telework will be determined in accordance with Agency policy and the Collective Bargaining Agreement, if applicable.
