Summary

The Health Eligibility Center (HEC) was initially established to implement Public Law 101-508, the Omnibus Budget Reconciliation Act of 11910, which authorized the Department of Veteran Affairs (VA) to verify income data with the Internal Revenue Service (IRS) and the Social Security Administration (SSA) for Veterans whose eligibility for medical care is based on their income. The scope of the HEC expanded to include support of the Veterans' health Care enrollment system.

The primary purpose of the position is to respond to questions and resolve basic issues relating to Income Verification process and benefit information to Health Eligibility Center (HEC) Income Verification Division (IVD).

Major duties include but are not limited to:

  • Receives telephone calls from and provides information to the public about the IV process to Veterans and their dependents.
  • Asks clarifying questions to ensure that the primary issue of the call is identified.
  • Prepares well-defined case notes when actions are effected , available resources are insufficient to answer the caller's inquiry, and or/additional research is required.
  • Responds to inquiries based on knowledge base scripts and related subject matter expertise.
  • Performs searches to determine if correspondence has been received from the Veteran and/or spouse.
  • When assigned, serves as mentor and aids in training entry level representatives on call center procedures and other job requirements.
  • Processes incoming mail for distribution annotating standard case history comments.
  • Performs duties related to receipt, intake, indexing, and scanning/imaging of income verification information.
  • Provides clerical and administrative support as assigned to units of IVD or HEC.
Work Schedule: Monday - Friday 6:45AM to 4:30PM 40 Hours per week.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 6/21/2023.

GS-05 grade level: One year of specialized experience (equivalent to the GS-04 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
1. Receives telephone calls from and responds to Veterans, their family members, and or/legal representatives concerning Income Verification case inquiries.
2. Makes follow-up calls to Financial Institutions, companies or other businesses entities to provide requested information.
3. Determines the most appropriate action or identities alternatives in resolving issues.
4. Explains the process of submitting forms and evidence/documentation that may be provided or required to help process a case.
5. Refers and/or escalates inquiries, requiring adjudication and case specific analysis or decision.

GS-05: Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Do you possess Four (4) years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.

GS-05: Combination of Education and Experience (TRANSCRIPTS REQUIED): Do you possess a combination of successfully completed education and experience to meet the total experience requirements. (i.e. 6 months of specialized experience and 3 years of education above the high school level)? NOTE: Only education beyond the second year can be used in combination with specialized experience to qualify for this grade.

Physical Requirements: No special physical demands are required to perform the work. Work is sedentary and the employee may sit comfortably. Use of a computer and keyboard is extensive. There may be some walking, standing, bending, carrying of light items, etc. May involve traveling to meetings, coaching sessions, training events, etc., due to various locations.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
