Summary

The VA Office of Inspector General (OIG) is seeking a highly qualified attorney to serve in the Office of Special Reviews (OSR), located in Washington, D.C. OSR broad range of work includes reviews of VA operations, administrative investigations involving senior VA officials, and examinations of whistleblower retaliation allegations involving VA contractors and subcontractors. The office often initiates reviews and investigations at the request of the Inspector General or Congress.

Duties

Help

The following are the duties of this position at the GS-15 level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

Attorneys in OSR have significant investigative and writing experience gained from public or private sector and have often previously served as internal investigations counsel, trial litigators (civil and criminal), appellate attorneys, and federal agency counsel. The day-to-day work includes:

  • designing investigative plans
  • drafting subpoenas and other formal requests for information
  • managing and examining large document sets using E-Discovery tools
  • conducting legal research and briefing management on legal analysis
  • examining and summarizing evidence, laws, regulations, and VA policies
  • conducting on-the-record witness interviews
  • writing reports that will be scrutinized by stakeholders including Congress, VA leaders, and the public
  • drafting recommendations to promote accountability of VA employees and tangible improvements in VA operations
Investigative Attorneys serve on and lead multidisciplinary teams, conducting work that blends the skills of lawyers, administrative investigators, program analysts, and writers. These teams work independently with supervisory support, and the work is stimulating, varied, and collaborative. Attorney Advisors also maintain a close working relationship with outside groups, including other OIG components, agency officials, and Congressional stakeholders.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Be a current member of a bar with a valid license to practice law in a state or territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

Specialized experience: For the GS-13 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:18 months of pertinent legal experience at the GS-12 level, or equivalent level of difficulty in the Federal service or private sector, that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of this position.

Examples of such experience might include:

  • experience assisting an agency or client representative in investigations; AND
  • preparing drafts of legal briefs for investigations; AND
  • providing independent legal advice and guidance on a wide range of agency programmatic responsibilities; AND
  • researching matters involving general law concerning investigative matters.
For the GS-12 grade level, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: 12 months of experience at the GS-11 level, or equivalent level of difficulty in the Federal service or private sector that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of this position.

Examples of such experience might include:
  • acting as an agency or client representative in administrative or judicial proceedings; OR
  • preparing drafts of legal briefs for court proceedings; OR
  • drafting legal memoranda regarding effects of proposed legislation or regulations; OR
  • drafting briefing papers on investigative legal issues for senior government officials or private sector clients.

Education

Must be a graduate of a law school accredited by the American Bar Association at the time of graduation (a copy of your transcript will be required if selected).

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. For a list of schools which meet these criteria, please refer to Department of Education Accreditation page.

If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
