This position is located within the Office of Oceanic and Atmospheric Research (OAR), Chemical Sciences Laboratory (CSL), with two vacancies in Boulder, Co.
As a Research Chemist within the Chemical Science Laboratory, some of your duties will include:
- Perform gas-chromatographic and mass-spectrometric measurements of volatile organic compounds (VOCs) on airborne platforms and in the laboratory; analyze measurements of VOCs; prepare peer-reviewed publications.
- Improve our scientific understanding in multiple climate and air quality research areas that are relevant to policy/decision-maker discussions; improve the performance of existing laboratory and field instrumentation used to quantify atmospheric species;
- Participate in the scientific discussions on future atmospheric composition research directions within Chemical Science Laboratory (CSL) to help management ensure that strategic research goals of NOAA and Chemical Science Laboratory (CSL) are met; interact with other agencies/academia/others to assemble the needed research expertise for atmospheric composition research, particularly research involving VOCs and their impacts on air quality and climate change.
This position will be filled under the DOC Alternative Personnel Systems (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.
The ZP-3 is equivalent to the GS-11/12.

Qualifications
Qualification requirements in the vacancy announcements are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualification standards. BASIC REQUIREMENTS: This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. Transcripts must be submitted with your application package. You MUST meet the following requirements:
EDUCATION:
To qualify for the 1320 Series:
Degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
OR
Combination of education and experience: course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education.
AND
SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
To qualify for the ZP-3 or GS-11:
Applicants must have one year (52 weeks) of specialized experience equivalent to at least the ZP-2 pay band or GS-09 grade level in the Federal service. Specialized experience MUST include all of the following:
Assisting with peer-reviewed publications;
Utilizing chemistry to conduct experiments; and
Performing data analysis.
OR
SUBSTITUTION OF EDUCATION: Masters or equivalent graduate degree.
OR
COMBINATION OF EDUCATION AND EXPERIENCE: Combination of education and experience to successfully perform the duties of the position.
