Summary

As a Electronic Official Personnel Folder (eOPF) Product Manager at the GS-0301-14, you will be part of Human Capital Data Mgmt and Modernization, Office of Personnel Management. Duties

Help
  • Responsible for the effective management of multiple components including the planning, management, and evaluation of the electronic Official Personnel Folder (eOPF) technology platform and delivering excellent customer service and training.
  • Serve as liaison between program management office, applications management, and multiple project teams or individual contributors.
  • Will be responsible for projects status and budgets in order to meet productivity, quality, and Agencies satisfaction goals and objectives.
  • Lead cross-functional teams to deliver business value through the development and execution of work activities, while aligning with Agile Scrum practices.
  • Work with Scrum Team, as well as internal and external stakeholders, to influence and drive decision making and support organizational projects or products/solutions.
  • Incumbent will help the organization go through modernization and Agile Transformation, and drive adoption in new ways of working.
  • Ensure healthy product backlog depth by working with Product/Solution Owner, scrum team members and other subject matter experts as needed, in coordination with the Program Director.
  • Formulate and implement major organizational operating policies and plans to support OPM?s digital modernization journey and improve the delivery of core programmatic services across the government.
  • Effectively leads agencies through assessment, implementation and conversion of files into electronic format and processing for agencies within the agency?s eOPF Program.

Qualifications

For the GS 14: You must have one full year (52 weeks) of specialized experience at the GS-13 level that includes: 1) Leading an agency through Assessment, Implementation and Conversion by standing up the eOPF Application and transmitting documents to the electronic file official record. 2) Project management of the E-Government initiative of Official Personnel Files (OPF) into electronic files with the Office of Personnel Management (OPM) Data Warehouse Program. 3) Leading cross-functional teams to deliver business values through the development and execution of work activities, while aligning with agile scrum practices. 4) Liaising between program management office, applications management, and multiple project teams 5) Overseeing an automated document management and retention system platform's digital modernization by developing new products, executing and updating a product and service delivery strategy
