Duties

Help

As a ECONOMIST, GS-0110-14/15, your typical work assignments may include the following:

The selected candidate will lead environmental fiscal risk activities within OMB, EOP, and across the Federal government and make recommendations on related budget and policy issues and other environmental issues (e.g., water, clean air, climate, toxic chemicals, clean up). The selected candidate will work with other agencies to develop a common framework and methodology for future environmental fiscal risk assessments. The applicant may be expected to:

  • Serve as the lead on environmental fiscal risk across the Federal government and make recommendations on budget and policy issues related to environmental fiscal risk.
  • Conduct research on economic and environmental issues with high relevance to the fiscal condition of the Federal Government.
  • Review and develop economic tools to evaluate current conditions and project future trends in environmental fiscal risk and measure the impact of fiscal policy and programmatic changes on the economy.
  • Research the effectiveness, benefits and costs of tax policies and spending programs, developing econometric or other economic models related to environmental fiscal risk, water, clean air, toxic chemicals, clean up, public health, and other relevant issues.
  • Use assessments as the basis for the formation and coordination of policies.
  • Participate in a variety of cross-cutting environmental fiscal risk research studies with staff in other offices and divisions in OMB, and other Federal agencies.
  • Conduct research for and write and/or review chapters in the Analytical Perspectives companion volume to the President's Budget.
  • Review current economic and technical literature for concepts, conclusions, and data. Critique materials for consideration by the Council of Economic Advisors, the National Economic Council and the Domestic Policy Council. Review legislation, testimony, and speeches for delivery by the President, Vice President, Director, and other Administration spokespersons.
  • Work with staff and policymakers throughout OMB, EOP, and other agencies on a range of issues.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT.

BASIC REQUIREMENTS
:
A. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus or;
B. Combination of education and experience--courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

AND

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. Examples of specialized experience are:

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service or private sector that demonstrates your ability to:

1. Initiating, formulating, developing, designing, performing, and documenting a broad range of economic analyses and assignments that provide systematic economic data collection, analysis, modelling, reporting and policy inputs, and associated timelines and costs, for current or continuing or projected programs in one or more areas of economic activity.
2. Documenting purposes, methods, assumptions and conclusions, and bases sound economic analyses on thorough parametric knowledge of subjects studied.

You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service or private sector that demonstrates your ability to:

1.Providing analyses, interpretations, and opinions to officials internal and external on a broad variety of cases and issues that include economic and policy positions on environmental fiscal risk, climate, energy, very complex and difficult matters requiring a high order of original and creative economics endeavor that will broaden or restrict activities, or have a very important impact on transportation, homeland security, labor, food and health, education, agriculture, housing, justice, environment, and federal benefits program and the public.
2. Assessing the readiness level, quality of output and outcomes, and the organizational support for the broad function of economics study necessary to create and maintain the highest level of professionalism and efficacy in the economics discipline.
3. Reviewing and commenting on activities, proposed legislation, rulemaking and regulatory activities of agencies to ensure adequate consideration of concerns and to assess the impact of those activities on statutory missions or policies, particularly related to environmental fiscal risk.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
