The position is located within the Regional Fleet & Family Readiness Program, Navy Region Southwest (NRSW) Fleet and Family Support Department. The primary purpose of this position is to provide regional program management of Navy Region Southwest N91/Fleet and Family Support Programs (FFSP), to include all programs aligned under FFSP: Work and Family Life Programs, Counseling and Advocacy Programs, Sexual Assault Prevention and Response Program, and the Integrated Primary Prevention Program. Also serves as a liaison to support the NRSW N95/Navy Wounded Warrior Program Manager. Incumbent serves as subject matter expert on all human services matters and provides leadership, policy, program expertise, and staff level management to regional Fleet and Family Support Centers (FFSCs) within the AOR. The incumbent performs the full range of duties, responsibilities, and tasking associated with maintaining high quality, flexible, support programs of human services for service members and their families. Manages the appropriated fund and non-appropriated fund budget. Supervises NRSW FFSP team. Develops point papers, briefs, and tours for visiting dignitaries, Congressional leadership, and NRSW leaders. Oversees the NRSW certification inspection compliance program, ensuring mid-cycle and self-assessment inspections are conducted by NRSW FFSCs, as well as planning for and supporting sites in preparing for and responding to findings related to CNIC-led Certification Inspections. Coordinates responses to a high volume of urgent and time-sensitive taskers, as well as monthly reports. Serves as the Designated Privileging Authority for NRSW, signing credentialing and privileging letters and overseeing the Region response to credentialing reviews when needed. Serves as Technical Advisor and ensures Navy compliance with government responsibilities related to the CNIC Navy FFSP Staffing Contract. Oversees the Regional Centralized Scheduling Center contract staff. Analyzes metrics, identifies trends, and creates long-range strategic plans and short-range action plans to improve the program's effectiveness and efficiency. Hosts regular trainings for and communicates with NRSW FFSC Directors and FFSC leadership. Coordinates with CNIC FFSP Headquarters on pilots and new program initiatives. Ensures FFSP service delivery is executed in all program areas with a focus on customer service, responsible use of resources, and effectiveness. Creates and updates NRSW policies related to assigned program areas. Coordinates with local, State, and federal agency partners on service delivery initiatives. Develops and implements a strategic communication and marketing plan for FFSP operations.

  • Must be able to obtain and maintain a Secret Security Clearance.
  • Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.

  • The incumbent must execute an annual Confidential Financial Disclosure Report (SF-450).

Qualifications

  • Master's degree or doctorate in a behavioral or social science related field is highly desired.
  • Three or more years of experience in delivering human services program leadership and management.
  • Previous experience with FFSP preferred.
  • Mastery of the skills and concepts of the social and behavioral sciences.
  • In-depth knowledge of the Navy organization, mission, and lifestyle. In-depth knowledge of the professional methods necessary to counter any inherent psychological/socioeconomic stresses caused by prolonged separations which affect individuals, families, mission performance, and command readiness.
  • Expert knowledge of analytical and evaluative methods and a thorough understanding of how regulations and programs are administered in order to apply measurement standards. Knowledge of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems which impact the achievement of Navy program goals and objectives.
  • Comprehensive knowledge of planning, programming and budgeting regulations to prepare both long range and short range plans and to develop resource guidance for regional sites. Ability to manage all fiscal and human resources effectively.
  • Knowledge of federal, state, and municipal human service programs, policies, and directives. Knowledge of contemporary human service principles, practices, and research methodologies as primary programmatic expert for FFSPs.
  • Comprehensive knowledge of governmental and military command structure, missions, programs and organizational relationships.
  • Knowledge of management and administration procedures, practices, theories, methodology, and requirements. Ability to analyze organizational situations, identify problems, probe causes, and develop logical solutions for a wide range of organizational problems.
  • Knowledge of the development, award, and administration of Navy contracts; skill in generating one-of-a-kind contract for services not previously procured by contract.
  • Proficient in communicating verbally and in writing; ability to create professional papers and documents based upon sound empirical research. Ability to meet and deal with the media and high level officials, U.S., foreign, military and civilian, is essential, recognizing the requirement to routinely host visiting dignitaries. Mastery of communication techniques that facilitate the ability to communicate clearly, tactfully and persuasively, orally and in writing, with high level Navy, DOD, OSD and other federal officials.
  • Ability to work independently under pressure. Ability to set priorities, analyze situations quickly and correctly, and make quick decisions under stress or in crisis situations, including mass casualties/crisis response evolutions, using sensitivity and tact. Provides on the spot professional leadership and advisory services to higher authority or subordinates. Must be capable of making appropriate, autonomous decisions and be prepared to present briefings on short notice.

Education

Master's degree or doctorate in a behavioral or social science related field is highly desired.
