Summary

This position is in the Office of Human Resources, Federal Election Commission (FEC). The OHR is a dynamic, team-oriented environment of dedicated professionals focused on providing excellent human resource services to all agency employees. In this position, you will serve as a Human Resources (HR) Specialist responsible for performing the full range of civilian HR functions and operational policy and procedural requirements.

This is a non-bargaining unit position.

Duties

Help

As the Human Resources Specialist (Office Automation) in this position, you will:

  • Provide support with information systems, processing, records activities, staffing and recruitment, employee benefits, performance management, and HR training.
  • Process a variety of recurring personnel actions through an automated personnel system including appointments, separations, terminations, promotions, changes to lower grade, reassignments, quality step increases, awards, and leave without pay actions.
  • Manage electronic Official Personnel Folders (eOPFs) for all employees, determining appropriate forms and documentation, and working with external agencies to transfer and rebuild files.
  • Complete and process compliance forms for programs such as interagency transfers, employment verifications, and Public Service Loan Forgiveness.
  • Serve as the Contracting Officer Representative (COR) for the Office of Human Resources and coordinate contracting activities.
  • Prepare and coordinate security forms/fingerprinting of new employees.
  • Provide telephone, reception, and inquiry support to the Office of Human Resources.

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

Qualifications for GS-07:
A. At least one full year of specialized experience providing general human resources (HR) support. This must include activities such as: (1) routinely entering data, processing forms, and troubleshooting issues using information systems; (2) researching and providing guidance to employees on federal rules and regulations related to HR programs; (3) assisting with onboarding of new employees, including tasks such as obtaining security and background investigation information; and (4) drafting general office procedures in support of the overall HR work of an organization. This experience must be comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained either in private or public sectors).

OR

B. Successfully completed one full year of graduate level education from an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. Note: You must submit a copy of your transcripts to support your claim.

OR

C. Successfully completed a bachelor's degree from an accredited college or university and meet Superior Academic Achievement (SAA) based on one of the following: 1) Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, based on completed courses, or 2) Grade-point average (G.P.A.) -- Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.); or 3) Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. Note: You must submit a copy of your transcripts to support your claim.

OR

D. Have a combination of specialized experience and graduate education as described in "A" and "B" above. To compute, first determine your total qualifying experience as a percentage of the experience required above; then determine your total qualifying graduate education as a percentage of the education required above; add the two percentages. The total percentages must equal 100 percent to qualify. Note: You must submit a copy of your transcripts and your resume must show how you meet the specialized experience to support this claim.

Qualifications for GS-09:
A. At least one full year of specialized experience performing the full range of human resources (HR) work. This must include activities such as: (1) providing staffing and recruitment support including processing personnel actions such as appointments, separations, terminations, promotions, changes to lower grade, reassignments, quality step increases, and awards; (2) providing technical guidance to employees and beneficiaries on Federal benefits programs, staffing programs, leave programs, and/or agency work-life programs; (3) onboarding new employees including obtaining security and background investigation information; and (4) developing standard office procedures regarding the preparation of documents, filing of records, office processes and procedures, and handling of correspondence. This experience must be comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained either in private or public sectors).

OR

B. Successfully completed a master's or equivalent graduate degree or two (2) full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Note: You must submit a copy of your transcripts to support your claim.

OR

C. Have a combination of specialized experience and graduate education as described in "A" and "B" above. To compute, first determine your total qualifying experience as a percentage of the experience required above; then determine your total qualifying graduate education as a percentage of the education required above; add the two percentages. The total percentages must equal 100 percent to qualify. Only graduate education in excess of the first year (18 semester hours) may be used to qualify. Note: You must submit a copy of your transcripts and your resume must show how you meet the specialized experience to support this claim.

In addition, you must provide a cover letter describing your experience with the competencies identified below:

Human Resources: Applies human resources concepts, principles, rules, and practices related to employee benefits and processing personnel actions. Uses a variety of programs and electronic systems to conduct research and prepare HR documents.

Customer Service: Works and communicates with customers (e.g., any individuals who use or receive the services or products that your work unit provides, including individuals who work in your agency or in other agencies or organizations outside the Government) to satisfy their expectations. Committed to quality services.

Manages and Organizes Information:Identifies a need; gathers, organizes, verifies, and maintains information in physical and electronic formats; conducts data entry; determines its importance and accuracy; and communicates it by a variety of methods.

Office Administration:Prepares a variety of correspondence, reports, messages, letters, forms, and inquiries using a variety of office automation systems and customer service support. Makes arrangements for meetings and conferences.

Oral Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you received a degree, the transcript must show the date the degree was awarded or conferred.

A self-created transcript, or a list of courses you have prepared, is not acceptable.
