Duties

Help
  • Serves as the bureau structural engineer subject matter expert and senior advisor concerning the planning, design, and construction of new facilities and the renovation of existing BLM facilities.
  • Responsible for the development of bureau structural engineering design criteria and the implementation of technical standards for monitoring, evaluating, and reporting life cycle conditions of buildings and facilities within the BLM.
  • Provides structural engineering expertise to perform or direct design, construction, and maintenance of bureau facilities.
  • Serves on Site Study Teams as team leader or member providing both leadership and a technical contribution to determine feasibility of proposed BLM projects and perform Life-Cycle Cost studies to establish criteria for such projects.
  • Prepares, coordinates, and reviews final designs, drawings, specifications and cost estimates for various types and sizes of facilities.
  • Leads teams in the field to execute design and construction projects for states, districts, and field offices within the BLM.
  • Develops, coordinates and implement structural design and construction standards and schedules with state and field offices to ensure that projects are technically correct and completed on schedule and within budget.
  • Prepares a scope of work, detailed supplementary instructions for design guidance and an independent government cost estimate (IGE).
  • Serves as bureau structural engineering lead on integrated design teams for design and construction projects.
  • Serves as the authoritative source of knowledge on Building Codes in relations to structural design.
  • Uses computer modeling, simulations, and physical tests to analyze the behavior of structures under different loads and conditions.
  • Troubleshoots problems with existing structures, such as cracks, settling, or other issues that may affect the safety or stability of the structure.

Qualifications

1. License: The incumbent of this position must hold a professional engineering (PE) license to provide designs, recommendations, and technical support that safeguards life, health, and property.

2. The incumbent must have the FAC-COR credential or be able to obtain within 12 months of taking position. FAC-COR is Federal Acquisition Institute (FAI), Federal Acquisition Certification - Contracting Officer Representative.

In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-12 level that is equivalent in difficulty and complexity as indicated by the following examples: Experience performing structural engineering in the design of buildings and bridges, providing technical advice and guidance on structural engineering aspects of projects, developing solutions for structural engineering problems not readily treated by conventionally accepted methods, performing field investigations to verify and document existing structural conditions as a basis for the design of facility projects, providing structural engineering support including quality assurance on designs completed by others and active construction projects and supporting engineering projects or programs in a team environment.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work is usually an office setting with no special physical demands. However, work may also be performed in the field which involves periods of walking, bending, climbing, or driving motor vehicles to worksites. The work may also involve some overnight travel for training, meetings, and site visits.

Work Environment: The work is usually in an office setting. However, work time may be spent visiting field sites. Field site visits are performed in either an outdoor setting subject to weather changes, diverse terrain, and safety hazards associated with working around complex features and/or construction, or an industrial setting subject to noise, fumes, and moving machinery. Both settings may require the use of personal protective equipment. Safety precautions and protocols are always observed and the incumbent complies with safety instructions and regulations and ensures individual and others' safety by promptly reporting unsafe acts, unsafe conditions, and accidents to the supervisor.

Education

This position has a positive education requirement which requires:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. B. Combination of education and experience -- Must include college engineering coursework in physical & mathematical science & experience in one of the branches of engineering, AND have one of the following: (1) a current professional engineer registration; (2) passed the Engineer-in-Training (EIT) exam or similar examination; (3) completed 60 semester hours of coursework specified above; (4) completed bachelor's degree in a related field AND have 1 year or more of professional engineering experience.
