Summary

The primary purpose of this position is to conduct psychometric research, provide psychometric support for operational testing efforts, and provide expert technical guidance to researchers and managers. Psychometrics is a field of study concerned with the theory and technique of psychological measurement and devoted to testing, measurement, assessment, and related activities. This position provides that service for military and civilian proponents across the DoD.

This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021.


As a Interdisciplinary at the GS-0180/1515/1529-14 some of your typical work assignments may include:

  • Analyzes difficult and challenging DoD selection and classification problems in light of the general state-of-the-art technology in psychometrics. Provides psychometric support for operational testing efforts.
  • Identifies and explores complex problem areas that appear most fruitful for new and innovative research. Independently plans and conducts original research in the area of psychometrics.
  • Identifies hypotheses to be tested, develops methodologies, designs experiments or simulations, interprets results, and formulates conclusions.
  • Is an internationally recognized leader in the area of psychometrics, particularly computerized adaptive testing and item response theory. Provides expert advice to DTAC research personnel on all aspects of the DoD's ASVAB, non-cognitive assessments, and language testing programs.
  • Represents DPAC and exchanges technical information through participation in scientific meetings, conferences, symposia (speaking and presenting papers) and through visits to military and civilian research organizations.
  • Provides advice and assistance within the area of psychometrics to the Joint Service Manpower Accession Policy Working Group (MAPWG) and the Director of Accession Policy, Office of the Undersecretary of Defense for Personnel and Readiness.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-13 grade level in the Federal service:

  • Experience with research, development, and operational psychometric support for large scale testing programs, such as the Armed Services Vocational Aptitude Battery (ASVAB), non-cognitive assessment or language testing programs.
  • Professional knowledge of psychometric theory, plus experience with applied research and operational support in personnel psychology, including experimental design, statistics, cognitive and non-cognitive testing, vocational guidance, and personnel classification.
  • Specific knowledge as evidenced through work experience, refereed journal publication, and/or conference presentations in the areas of item response theory, classical test theory, test equating, argument-based approaches to test validation, selection and classification, and computerized adaptive testing.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the following series.

0180 Series:

Degree: major or equivalent in psychology for all specializations except clinical psychology and counseling psychology. These two specializations have additional educational requirements, as stated below:

  • Clinical psychology: For positions at grades GS-11 and above, satisfactory completion of all the requirements for the doctoral degree (Ph.D. or equivalent) directly related to full professional work in clinical psychology is required.
  • Counseling psychology: For positions at grades GS-9 and above, satisfactory completion of 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a master's degree directly related to counseling psychology is required.

1515 Series:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

1529 Series:
  1. Degree: that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.

    or

  2. Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

Substitution of education may not be used in lieu of specialized experience for this grade level.
