This position is located in the Office of Evaluations.

The following are the duties of this position at the EL-13. (Equivalent to the GS-13) However, the position that you are applying to is at a lower grade. You will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

  • Responsible for performing studies, analyzing data, compiling detailed findings and conclusions to prepare evaluation reports related to FHFA program operations and systems, in adherence to Council of the Inspectors General on Integrity and Efficiency (CIGIE) standards and FHFA-OIG Office of Evaluations policies and procedures.
  • Analyze FHFA operations using applicable criteria, techniques, methods and practices related to evaluations, program management and internal controls in assessing the efficiency and economy of FHFA operations, and the effectiveness of implementation of FHFA programs.
  • Develop evaluation plans, make recommendations for objectives, approaches, or tests, based on experience or research.
  • Conduct risk assessments and apply the information to the assignment.
  • Modify the evaluation plan by changing areas of emphasis or develop new approaches as determined by analysis of findings.

Qualifications

You must meet the following requirements by the closing date of this announcement.

To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution [or intended graduation is no more than 9 months from date of application. (However, you must graduate prior to being appointed to the position.)]

*Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2-year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

Specialized Experience: For the EL-07, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL/GS-05 grade level in the Federal service. EL-07 is equivalent to a GS-07. Specialized Experience for this position includes the following:
- Conducting research for a project or assignment; AND
- Organizing and/or analyzing information.
OR
Education: In the Recent Graduates Program you may qualify based solely on education as follows: 1 full year of graduate level education or superior academic achievement.
OR
You may qualify by a combination of experience and education. Combining education and experience may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining your education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Specialized Experience: For the EL-09, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the EL/ GS-07 grade level in the Federal service. Specialized experience for this position includes the following:
- Researching laws, regulations, guidelines, or procedures; AND
- Collecting and/or analyzing documentation to assess risk, develop project strategy and/or support project objectives; AND
- Communicating status or results of work to internal or external management; AND
- Documenting results of research, projects or analyses in written documents.
OR
Education: In the Recent Graduates Program you may qualify based solely on education as follows: A Master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree; or a LLB or JD, in a related field.
OR
You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education.

FHFA-OIG may convert a Pathways Recent Graduate non-competitively to term or permanent positions in the competitive service. The target position upon conversion is a EL-7/9 with a full performance level of a EL-13. However, conversion is not mandatory or guaranteed. Recent Graduates must be U.S. citizens and meet the following requirements to be eligible for conversion:

  1. Complete at least one year of continuous service;
  2. Demonstrate fully successful job performance consistent with the applicable performance appraisal program;
  3. Meet the OPM Qualification Standards for the competitive service position to which she or he will be converted;
  4. Meet any other agency-specific requirements outlined in her or his Participant Agreement; and
  5. Receive a recommendation for conversion from her or his first-level supervisor.
