As a PROGRAM MANAGER (AIR COMMANDER PILOT NAVIGATOR) (TITLE 32), GS-0340-15, you will provide leadership and management of the flying/training units to provide manpower, equipment, and training peacetime, in preparation to perform the wartime mission.

Major Duties - This is NOT an all-inclusive list:

  • Determine unit goals which are the foundation for long and short range planning and execution of all unit programs and provide a focus for all unit functions and activities.
  • Ensure goals coincide with national and state military strategies and local limitations.
  • Consider factors such as current and future mission needs, political climate, environmental concerns, area demographics, and airfield and airspace operating conditions.
  • Accommodate a variety of nontraditional military roles and missions such as foreign training, augmenting active Air Force training, disaster relief and drug interdiction.
  • Provide general oversight and support of tenant organizations and geographically separated units.
  • Provide guidance, resources, and other support to wing/group requirements.
  • Serve as person in charge of unit mission flying training program.
  • Ensure flying hour/sortie program meets requirements and the unit achieves mission training and/or combat readiness objectives.
  • Make critical judgments and decisions regarding the safety of aircrew and passengers in resolving inflight emergencies and subsequent rescue efforts if a mishap results.
  • Make on-the-spot decisions which may be irrevocable and life or death consequences.
  • Ensure the availability of mission capable aircraft to meet unit flying program and alert/contingency requirements.
  • Monitor adequacy of maintenance and repair actions/procedures and components.
  • Assure timely identification of potential fleet integrity problems and notification of concerned major commands.
  • Oversee the formulation, presentation, justification and execution of an allocated multi-million dollar budget involving several major force elements and state funds.
  • Ensure supply inventories are kept at proper levels to support activity levels.
  • Plan, organize, direct, and control real estate and facility construction, maintenance and repair, and utilization.
  • Develop and implement a variety of federal, state, and local programs to ensure mission effectiveness.
  • Ensure personnel are examined, evaluated, and receive medical treatment as required to be readily deployable world-wide and able to withstand the rigors of warfare.
  • Communicate and coordinate items of interest and potential adverse impact at the highest levels of national, state, and local political leadership.
  • Ensure adequate messing facility and provide meals as appropriate.
  • Negotiate and approve host/tenant agreements, memoranda of understanding, joint use, and inter-service agreements, leases, and licenses with military and civil agencies.
  • Ensure proper and adequate security and safeguarding of property, aircraft and equipment, resources, and people entrusted to the unit/base.
  • Maintain mission readiness and compliance with directives as validated through the Inspector General and other review agencies.
  • Ensure a functional base information systems plan which provides for equipment/data security, communications, data processing, and audio/visual services.
  • Perform pilot or navigator duty requirements as directed by National Guard Bureau.

  • This is an excepted service position that requires membership in a compatible military assignment in the Illinois National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours, overtime may be required.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.

Qualifications

Military Grades: Officer Only - Must currently hold the rank of O-6

GENERAL EXPERIENCE: Must possess experience, education or training in managing or directing, one or more programs, including appropriate supporting service organizations; Supervisory, managerial, professional or technical work experience and/or training which has provided knowledge of management principles, practices, methods and techniques.

SPECIALIZED EXPERIENCE: GS-15 Level - Must possess specialized experience which includes 36 months experience analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various resources; Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations carried out by administrative or professional personnel, or substantive administrative support functions. You must also possess experience in managing the function of the work to be performed; and experience which includes leading, directing and assigning work of personnel.

One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.

Education

Education Requirement:

1. An undergraduate degree from an accredited college/university is mandatory. A Graduate Degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

AND

2. Must have Federal Aviation Administration certifications awarded from accredited civilian aviation programs OR must have aviation certifications from accredited military aviation schools.
