Duties

Help
  • Serve as Senior cost engineer tech with the responsibility to prepare budget, interim control and detailed final cost estimates.
  • Estimates are for planning, design and construction of Civil Works, Military Construction, Environmental Remediation and all assigned work.
  • Develop cost estimates using automated cost estimating software.
  • Develop estimates for a wide variety of projects involving unusual project conditions.
  • Visit project sites to determine, investigate, and clarify site conditions for use in developing estimates.
  • Conduct research and investigation on cost data, and labor requirements, prior to preparation of estimates.
  • Recommend alternate construction methods, construction materials and equipment to decrease costs and facilitate the completion of contracts.
  • Discuss details of work with manufacturers? representatives, private contractors, design and project managers and appropriate outside agencies.
  • Participate in the bidding process, attending bid openings, preparing reports, etc.
  • Prepare cost estimates for engineering revisions and construction modifications requiring an itemized breakdown of the changed costs.
  • Review construction contractors? claims for projects, beyond the capability of the field and contract administration personnel, providing input prior to negotiations.
  • Participate and/or lead, when necessary, in the negotiation of the modifications.
  • Develop construction procedures, construction schedules and cost estimates to meet unusual project design criteria, especially unconventional application of construction methods and phasing of construction.
  • Prepare estimates for reconnaissance and feasibility studies, budget estimates and design documentation reports for civil works and other projects based on ideas, sketches, preliminary plans and very limited information.
  • Confer with planning and design elements for the purpose of resolving any cost related problems and differences.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: Your resume must demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Experience shall include: 1) experience with developing cost estimates for complex planning, design, and construction projects, 2) experience with investigating project sites to determine and clarify site conditions for use in developing estimates, and 3) experience participating in negotiations.
