Help

As a Human Resources Specialist, you will:

  • Serve as a Senior Human Resources Specialist for assigned organizations. Provide management advisory services affecting highly complex, organizations with a wide variety of complicated positions and personnel actions which are often sensitive and extremely difficult in nature. Independently resolve difficult issues or problems requiring consideration of the total human resource management program.
  • Direct the recruitment program for assigned organizations. Develop and implement the plans and procedures necessary to recruit diverse quality candidates. Provide guidance and assistance to regional and central office managers and supervisors explaining the various options for filling vacant positions.
  • Apply a thorough and comprehensive knowledge or recruitment and placement principles and concepts, sound working knowledge of other HR disciplines, i.e., classification, and broad HR management knowledge to identify, analyze and resolve problems, which require the interpretation and adaption of guides, which, frequently, are only partially applicable, and few precedents exist.
  • Develop vacancy announcements utilizing an automated system such as USAStaffing.
  • Evaluate positions in assigned organizations involving varied work disciplines. Use NUCA Point Factor Evaluation System and related OPM standards to evaluate positions. Provide advice and guidance to management on matters relating to position structure, organizational alignment, etc. Independently devise unusual or innovative approaches to meet particular needs.
  • Prepare reports, staff papers, bulletins, instructions, correspondence, Board Action Memorandum, Personnel Manual Chapters, as assigned.
  • Conduct informal training; delivers formal presentations/training to managers, supervisors and employees.

Qualifications

Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

CU-13: All applicants applying for the CU-13 grade level must have at least one full year of specialized experience equivalent to the CU/GS-12 gradelevel obtained in the private or public sector. Specialized experience is defined as experience in all of the following:

1.) Providing the full range of operational Federal civilian recruitment and staffing including: developing job analyses to include developing vacancy questions, drafting vacancy announcements, conducting qualification analysis, issuing certificates; AND
2.) Preparing, reviewing, and approving personnel actions.

CU-12: All applicants applying for the CU-12 grade level must have at least one full year of specialized experience equivalent to the CU/GS-11 grade level obtained in the private or public sector. Specialized experience is defined as experience in all of the following:

1.) Providing the full range of operational Federal civilian recruitment and staffing including: assisting with the development of job analyses to include developing vacancy questions, drafting vacancy announcements, conducting qualification analysis, issuing certificates; AND
2.) Preparing, reviewing, and approving personnel actions.

Desired Candidate Profile
The ideal candidate will have recent experience in active operational staffing, placement, recruitment, and classification for a variety of occupations. Their resume should provide ample detail, information, and evidence of their performance history, demonstrating the experiences mentioned below. Candidates should also be prepared to offer clear examples of this experience during interviews. Their qualifications and skills include:

  • Proficiency in managing the entire recruitment and onboarding cycle, leveraging platforms such as USA Staffing or similar systems to advertise vacancies, generate referral certificates, and onboard candidates.
  • Significant experience consulting with management throughout the recruitment cycle, including the development of position descriptions, selection and assessment tools, and structured interview content.
  • Current Delegated Examining Unit (DEU) certification, with experience in performing recruitment through delegated examining procedures
  • Experience utilizing the Guide to Processing Personnel Actions (GPPA) to prepare, review, and approve personnel actions within an automated Human Resources Information System.
  • Proven experience in developing and implementing unique recruitment and outreach strategies to fill positions.
  • Proficiency in performing classification tasks such as advising management in the development of position descriptions, and conducting evaluations or analyses of positions to determine the appropriate grade, occupational series, and position title.
  • Experience in researching and preparing recommendations on pay setting flexibilities and options, considering relevant factors.

SALARY: Pay will be set within the advertised pay range to align with the selectee's skills and experience and the requirements of the position.
