Summary
The Senior Criminal Investigator conducts investigations into allegations of fraud, waste, abuse, and wrongdoing involving the U.S. Government Accountability Office's personnel, programs, and operations.
Independently plans, conducts and maintains control over complex and detailed investigations involving waste, fraud, abuse, conflict of interest, bribery, acceptance of gratuities, and misconduct, among others, by any GAO employee or contractor, or relating to the GAO. These investigations usually involve reconstructing extensive and complex financial transactions and relationships purposely initiated by knowledgeable principal(s) to conceal the nature and extent of their activities.
Prepares detailed reports on investigations involving criminal, civil or administrative violations. Reports are referred to: the Department of Justice or state/local prosecutor for prosecution; and agency management for administrative remedies. Successful outcomes depend on the investigator's thoroughness, knowledge of Federal Rules of Criminal Procedure, Federal Rules of Evidence, and adherence to professional standards relating to investigations.
Provides expert testimony in support of legal proceedings brought about by the investigations conducted by the employee.
Maintains relationships with other Federal OIGs and federal, state, and local law enforcement agencies. These contacts insure jurisdictional propriety and the exchange of relevant case information.
Subpoenas witnesses; compels their attendance; develops sources of information; takes evidence; and secures pertinent books, records, and documentation as required by individual investigators.
Performs surveillance of principals involved in investigations.
Interviews witnesses, subjects, and other sources of information to solicit information and to collect data.
Works with auditors, analysts, attorneys, methodologists, and investigators in collaborative efforts and fosters a strong team environment.
Briefs parties on investigative plans and results. These parties include senior-level OIG and GAO management; federal, state, and local agency officials; and Congress and their staff.

Qualifications
You must have successfully completed FLETC's Criminal Investigator Training Program or a program that is equivalent to FLETC's Criminal Investigator Training Program.
You must have at least one year of specialized experience equivalent to the GS-12 level that demonstrates:
independently conducting criminal, civil, or administrative investigations;
independently researching criminal and case law precedents to issue and enforce subpoenas;
analyzing the requirements of various legal jurisdictions to develop supportable cases for presentation or prosecution; and
determining the appropriate search and seizure activities to investigate alleged violations of criminal laws, civil laws, or administrative requirements. Examples of determining the appropriate search and seizure activities include knowing when to request a search warrant; when to give Garrity and/or Kalkines warnings at subject interviews.
