Duties

Help

  • Independently plans, conducts and maintains control over complex and detailed investigations involving waste, fraud, abuse, conflict of interest, bribery, acceptance of gratuities, and misconduct, among others, by any GAO employee or contractor, or relating to the GAO. These investigations usually involve reconstructing extensive and complex financial transactions and relationships purposely initiated by knowledgeable principal(s) to conceal the nature and extent of their activities.
  • Prepares detailed reports on investigations involving criminal, civil or administrative violations. Reports are referred to: the Department of Justice or state/local prosecutor for prosecution; and agency management for administrative remedies. Successful outcomes depend on the investigator's thoroughness, knowledge of Federal Rules of Criminal Procedure, Federal Rules of Evidence, and adherence to professional standards relating to investigations.
  • Provides expert testimony in support of legal proceedings brought about by the investigations conducted by the employee.
  • Maintains relationships with other Federal OIGs and federal, state, and local law enforcement agencies. These contacts insure jurisdictional propriety and the exchange of relevant case information.
  • Subpoenas witnesses; compels their attendance; develops sources of information; takes evidence; and secures pertinent books, records, and documentation as required by individual investigators.
  • Performs surveillance of principals involved in investigations.
  • Interviews witnesses, subjects, and other sources of information to solicit information and to collect data.
  • Works with auditors, analysts, attorneys, methodologists, and investigators in collaborative efforts and fosters a strong team environment.
  • Briefs parties on investigative plans and results. These parties include senior-level OIG and GAO management; federal, state, and local agency officials; and Congress and their staff.
  • Performs other duties as assigned.

  5. You will be required to complete a two-year probationary period unless you completed a probationary/trial period at GAO after October 1, 1980.
  6. This position does not authorize carrying a firearm.
  7. This position is not eligible for law enforcement availability pay (LEAP).
  8. You will be required separate on the last day of the month you become 57 or complete 20 years of service if over that age.
  9. If selected, you must pass a pre-employment medical examination that will assess if you meet our visual, hearing, physical, and psychological standards.
  10. If selected, you must provide proof of completing FLETC's Criminal Investigator Training Program or a program that is equivalent to FLETC's Criminal Investigator Training Program.

Qualifications

  • You must have successfully completed FLETC's Criminal Investigator Training Program or a program that is equivalent to FLETC's Criminal Investigator Training Program.
  • You must have at least one year of specialized experience equivalent to the GS-12 level that demonstrates:
    • independently conducting criminal, civil, or administrative investigations;
    • independently researching criminal and case law precedents to issue and enforce subpoenas;
    • analyzing the requirements of various legal jurisdictions to develop supportable cases for presentation or prosecution; and
    • determining the appropriate search and seizure activities to investigate alleged violations of criminal laws, civil laws, or administrative requirements. Examples of determining the appropriate search and seizure activities include knowing when to request a search warrant; when to give Garrity and/or Kalkines warnings at subject interviews.

Law enforcement officer designation: This is a primary/rigorous law enforcement officer position for Civil Service Retirement System (CSRS) and Federal Employee Retirement System (FERS) purposes.

Law enforcement officer retirement: This position is eligible for law enforcement officer (LEO) special retirement provisions under the Civil Service Retirement System (CSRS) and Federal Employee Retirement System (FERS) if you meet certain criteria.

Mandatory retirement age: This position has a mandatory separation age of 57. You will be required to separate:

  1. On the last day of the month you reach the standard mandatory separation age and have completed 20 years of service under the special retirement provisions for law enforcement officers.
  2. If you reach the mandatory separation age and have not yet completed the required 20 years of service under the special retirement provisions, you must be separated on the last day of the month you complete the 20 years of service.
