Summary

This position is located in Bronx, New York, Specialty Crops Program, Specialty Crops Market News Division field office. This office is responsible for collecting, analyzing, preparing, and releasing market data for all fresh fruits and vegetables sold and distributed in the terminal market serving the metropolitan area of the nation's largest city and other communities throughout the Northeastern region of the United States.

Duties

  • The duties described are for the full-performance level.
  • The duties may include, but are not limited to:
  • Directing all phases of market news functions which include collecting, analyzing, preparing and disseminating regular daily market reports covering local sales on the wholesale market, as well as specialized reports as requested.
  • Developing and maintaining a cooperative working relationship with marketing firms, port officials, railroads, truck brokers, and others, both on the market and throughout the East Coast.
  • Interviews applicants for positions when requested. Conducts on-the-job training of new reporters, both federal and state, as requested.
  • Prepares progress reports and appraisals for the individuals being trained. Recommends program changes locally and nationwide.
  • Keeping abreast of general economic information and material and new developments in marketing of fruits and vegetables both foreign and domestic in order to maintain a high quality Market News program.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Experience in Program, Agency and Departmental regulations, policies and procedures and other administrative laws and regulations applicable to assigned area of responsibility.
  • Experience in marketing and shipping practices for fruit, vegetable, and ornamental crops to provide oversight, quality control and management of the key shipping point markets.
  • Experience collaborating with upper management to formulate and implement new/ major changes in policy or technical methods.
  • Experience in oral and written communication skills to relate the findings, conclusions, and suggested corrective actions.
  • Experience in the Agricultural Marketing Act of 1946 in order to develop and standardize methods for the collection, analysis and timely release of market news information.
Note: There is no education substitution for this grade level.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.   • Worksite Information: This position may be eligible to telework up to four days per week, based upon the duties of the position. This position may also be eligible for flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. Additional information regarding ad hoc, occasional, or reoccurring telework may be obtained at a later time from the hiring manager or program during the hiring process.
