Office of Inspector General seeks three Management Program Analysts. OIG promotes efficiency and effectiveness to deter and prevent fraud, waste, and abuse.  Between three divisions, (Audit, Inspection & Evaluations, & Follow-up)

The individual selected for this position will:

Review and evaluate the economy, efficiency, and effectiveness of the AOC’s programs, operations, management, systems and activities.

Research applicable laws, regulations, best practices and other information and materials to gain knowledge and achieve project objectives.

Assists with the design of audit and evaluation methodologies and plans for achieving the project objectives, analyzing data, and solving problems.

With guidance, conducts fieldwork, data collection and analyses (quantitative and qualitative) to identify findings and conclusions; collects and compiles evidence from interviews, inquiries, and documents result; participates in the review and development of findings and recommendations to AOC. 

Prepares detailed work papers to document observed results, findings, conclusions, deficiencies, and recommendations for corrective action to AOC management.

Contributes and authors segments of OIG written products in a clear, concise, timely and objective manner. 

With guidance, assists the team with briefing and presenting project information in a clear, concise, timely and objective manner; communicates milestones and deadlines based on supervisor's instructions; keeps the supervisor informed of significant developments.

With guidance, supports and assists higher graded staff in reviewing statements of work and/or related contractual documents to identify the requirements; and managing and overseeing the work of OIG contractors.

Assist with external reviews of other OIG organizations to assess compliance with recognized audit standards.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
 
Candidates for the GS-09 grade level must have at least 52 weeks of specialized experience equivalent to the GS-07 grade level in the Federal service.

Specialized experience for this position includes having 3 out of the 5 following:

1.) Researching laws, regulations, best practices, guidelines and policies and procedures.

2.) Conducting audits, inspections, evaluations, or compliance reviews on programs and/or operations of a federal or non-federal entity.

3.) Utilizing standard audit and/or evaluation techniques to assist others in audit work; (i.e. develop work papers, findings, and recommendations to sufficiently meet project objectives.

4.) Gathering, reviewing, and analyzing data to draw conclusions.

5.) Developing recommendations for improvements to management and program operations.

You may substitute education for experience for this position.

Education

Your education must consist of a master’s or equivalent graduate degree OR two full years of progressively higher level graduate education leading to such a degree OR a LL.B. or J.D.

Education Degree Must be related to the duties of the position.

or

Combination of education and experience:  An equivalent combination of the specialized experience and the graduate-level education described above.

KSA 4: Reasoning- Knowledge in internal controls to plan and assist with audits, analyses and evaluations and development of recommendations and/or corrective actions based on supporting evidence.
