Help

  • Ensure overall facility compliance with newly released or modified VA Publications & Policies (Handbooks, Directives, Operational Memorandum, etc.), including VHA's frequently updated Local Policy Mandated (LPM) list, assess and determine compliance.
  • Advise on issues of organizational compliance related to controlled substances for the health care system, serving as the program subject matter expert, managing work assignments and leading~ 25- 30 MCD appointed Controlled Substance Inspectors (CSI).
  • Coordinate, create, or advise in the development of new local programs or local policies and prepare and present a monthly compliance report during QSVB monthly meetings.
  • Assist facility wide utilizing knowledge of facility strategic plan, mission, vision statement and goals, Facility/Senior Executive Performance Plan and with the development of the Quality Safety Value Board (QSVB) performance improvement strategic goals.
  • Analyze data and use evaluative methods and techniques or studies assigned for the various interconnected programs within the Office of QSI Service (Patient Safety, Risk Management, Peer Review, Utilization Management, CPI).
  • Complete data retrieval, data analysis or mining, data validation, data management processes to supports QSI staff needs as well as supporting facility strategic plan, facility/senior executive performance plan, CPI and Patient Safety outcomes for work groups, and hospital committees or boards as assigned by QSI Leaders or Executive Leaders.
  • Provide annual training to service leaders and/or administrative staff related to governance, VHA and local policy expectations.
  • Provide guidance, counsel, mentoring to the assigned Control Substance Inspectors tasked with conducting the unannounced inspections and independently conduct inspections as needed.
  • Provide guidance to other services or units of the Medical Facility utilizing his/her comprehensive knowledge of healthcare delivery systems, Quality Safety Value (QSV) framework and governance structure, administrative laws including VHA &VISN policies, regulations, and local laws or public programs; The Joint Commission (TJC) and Office of Inspector General (OIG) policies, regulations, and applicable performance standards.
  • Develop action plans with target dates for non-compliance with Policy Mandates or CPI identified issues, resolve any conflicts with assigned ownership, etc.
  • Develop associated local policies and procedures, educational training as it is related to narcotic inspections, losses, diversions, investigations of unresolved discrepancies, partnering with VA Police Service, Office of Inspector General (OIG), and Drug Enforcement Authority (DEA).
  • Preparing issue briefs and CSI related Action Items as indicated, in addition to Monthly and Quarterly Analysis Summary Reports including performance metrics related to analysis of opportunities for improvement or changes in processes.
  • Perform administrative duties assigned in support of the operation of the QSI Service such as with service budget, timecard certification, and staffing administrative duties associated with recruitment, updating position distribution list (PDL)/organizational charts.
  • Formulate budget estimates for CSI Program activities and monetary awards with appropriate justifications; ensuring program needs are met for short and long-term goal planning.
  • Serve as QSI Contracting Officer's Technical Representative (COTR) and also perform monthly monitoring for all clinical contracts, presenting collected contract information and analysis of any performance improvement actions or changes in monitoring to Clinical Executive Board (CEB).
  • Complete any investigation needed to resolve CS loss or diversion and as assigned for Facility level Fact Finding or other investigation related to Quality or Safety Events.

Work Schedule: 7:30 AM to 4 PM Monday through Friday

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/05/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
  • Experience utilizing data tracking or repository computer software i.e., excel & leaf.
  • Experience reading, interpreting, and analyzing VISN, or National VHA policies or guidelines.
  • Experience developing and providing guidance with local policies.
  • Experience reading, interpreting, and analyzing The Joint Commission (TJC) and or Office of Inspector General (OIG) standards or guidelines.
  • Experience or awareness of requirements with the Control Substance Inspection Program.

Physical Requirements: The work is mostly sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking; standing; bending; carrying of light items, such as papers, books, or small parts; or driving an automobile. No special physical demands are required to perform the work.

Work Environment: The environment involves everyday risks or discomforts that require normal safety precautions typical of offices, meeting and training rooms, or commercial vehicles, e.g., use of safe work
practices with office equipment, avoidance of trips and falls, observance of fire regulations and traffic signals. The work area is adequately lighted, climate control office
