Summary

As a Civil Engineer (Structural) you will serve as a technical authority by providing expert professional and/or technical consulting and services and oversight in support of GSA's national engineering and national Design & Construction programs.

Location of position: Public Buildings Service, Design and Construction Division. Duty location will be a GSA Region 3 office building, decided upon selection.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Help

As a GS-13 Civil Engineer (Structural) your duties and responsibilities will include but are not limited to the following:

  • Serves as a senior civil (structural) engineer responsible for engineering programs for PBS, with overall responsibility for the technical and business management of designated design, construction, renovation or alteration project processes, ensuring engineering excellence in projects within the assigned region; as well as managing select project and studies.
  • Serves as a recognized technical authority to all GSA regional architects, engineers and building managers as well as contract A/E firms and construction teams regarding repair, alteration, maintenance, and security issues on all significant, complex or highly visible projects.
  • Independently or as a “team leader” conducts briefings, discussions and negotiations with various levels of internal and external contacts to resolve controversies, promote innovative design and construction approaches and to develop consensus on projects or other sensitive professional matters.
  • Incorporates relevant features into design solutions; confers with contacts regarding project requirements, building limitation and space usage to determine the most economical solution.
  • Coordinates with other assigned personnel to assure that all technical areas are covered, that proper design consideration is given and that total project objectives and schedules are met
  • Prepares detailed cost or A/E fee estimates and pertinent correspondence, plans, reports and Architect/Engineer (A/E) contract criterial necessary for project completion.
  • Represents GSA and the Contracting Officer on Architect/Engineer Construction Management, and Construction Contracts as the Contracting Officers’ Representative (COR).

The GS-13 salary range starts at $98496.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

The starting salary is based on the Rest of U.S. locality table.  Actual salary will depend on duty location of position.

BASIC REQUIREMENTS FOR ENGINEERS: A Degree in professional engineering OR a combination of college-level education, training, and/or technical experience. For specifics on qualifying education and/or experience - use the following link: Basic Requirements for Engineer Positions. 


SPECIALIZED EXPERIENCE:  

In addition to the Basic Requirements listed above, you must have one year of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as experience as a Subject Matter Expert (SME) and technical consultant in applying professional civil and structural engineering principles and concepts.  This experience must include mastery of structural concepts, principles, and practices  involved with the design, layout, and construction of low and mid-rise office buildings, security engineering, and traditional and state-of-the art techniques of structural analysis of steel and concrete materials,  and evaluation of seismic forces including dynamic analysis;  application of industry policies and standards including the International Building Code as well as experience with cross-discipline elements such as mechanical equipment loads and building façade systems.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Knowledge and mastery of structural concepts, principles, and practices involved with the design, layout, and construction of low and mid-rise office buildings, security engineering, and traditional and state-of-the art techniques of structural analysis of steel and concrete materials, and evaluation of seismic forces including dynamic analysis. 
  • Skill in the application of industry policies and standards including the International Building Code as well as experience with cross-discipline elements such as mechanical equipment loads and building façade systems. 
  • Knowledge of related engineering fields (outside the incumbent's specialty area) to ensure that areas of overlapping technical responsibilities receive proper consideration; skill is required to apply the latest developments in building design and construction to resolve complex or unprecedented problems. 
  • Knowledge of and skill in applying concepts and procedures associated with project management, financial management and/or procurement vehicles to achieve project goals and objectives. 
  • Expert ability to read, interpret and implement building plans, blueprints, and technical information pertaining to building s structure and equipment. 
  • Knowledge of Contracting Officer’s Representative (COR) duties and limitations as defined by the Federal Acquisition Regulations. 
  • Ability to communicate effectively, both orally and in writing to effectively present technical engineering data to varied target audiences.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
