This position is part of the U.S. International Development Finance Corporation (DFC), Office of Development Policy (ODP). Senior Environmental and Social Impact Analysts appraise the environmental, health, safety & social aspects of potential DFC-supported investments in Investment Funds to identify risks and opportunities to add value to investment project structures, ensure compliance with applicable standards, and monitor previously approved investments for environmental & social compliance.

Duties

Help

  • Identifies, collects, and provides in-depth analysis of relevant information concerning the potential impacts of Investment Fund (Funds) investments on the environment, affected communities, and the workforce related to these investments.
  • Evaluates Fund Environmental and Social Management Systems, including policies, organizational capacity and competency, environment and social processes and procedures, and monitoring and review procedures to ensure the management system is commensurate with the overall environmental and social risks of the Fund's portfolio of investments.
  • Provides assistance to Funds in the management of environmental and social risks of their lending/investment activities supported by DFC, including individual transaction screening, appraisal, and monitoring.
  • Based on relevant information and discussions with Fund Managers, prepares environmental and social risk assessments. Makes recommendations to DFC management regarding investment eligibility and conditions for inclusions in loan agreements.
  • Monitors the environmental and social performance of Funds and their investments through analysis of third-party monitoring reports and site visits. Compares original projections with actual environmental and social impacts and prepares reports outlining findings.

Qualifications

Status candidates must meet time-in-grade requirements (52 weeks at the next lower grade level). Applicants must meet all eligibility and qualification requirements no later than the closing date of this announcement.

TIME-IN-GRADE
: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

You may qualify at the GS-14 level, if you fulfill the following qualification requirement:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service that demonstrates your ability to assess the environmental and social impact of complex international investments/projects in emerging markets.

Note: Education is not substitutional at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Salary will be based upon the locality pay areas, as defined by OPM, and will be adjusted based upon the selectee's duty location.

This position is eligible to be 100% remote. Applicants are encouraged to select "location negotiable" as their preferred duty station, if they are interested in a remote opportunity. The option to work out of the DFC's office in downtown Washington, DC is available to candidates who are interested. If applicants select Washington, DC as their preferred duty station, the selectee will be expected to report to the office and follow the agency's telework policy.
