Duties

This is a temporary position NTE to 4 year; under Merit procedures may become permanent without further competition.

As a COMPUTER SCIENTIST you will be responsible for the following duties:

  • Provide technical, scientific and engineering advice on efforts of military, civilian and contractor personnel to achieve DCSA objectives on a wide variety of efforts including; personnel vetting and critical technology protection.
  • Develops, formulates, advises and directs sensitive and critical operational concepts and strategies for broad spectrum programs, projects and initiatives undertaken by NCCA or Mission or Mission Support Areas in direct support of mission goals and priorities from the Director, DCSA.
  • Analyzes supported organizations missions and operations to determine current and future impacts, administrative operations and adjusts operations to meet changing conditions and situations.
  • Researches data engineering capabilities including the application of data to solve problems and to understand the principles of advanced analytics, data lifecycle, relational databases, and dashboards.
  • Investigates/integrates statistical algorithms to enhance machine learning (ML) enabled data processing capabilities.
  • Researches computational complexity and analysis of algorithms to explore data structures that lead to highly efficient combinatorial algorithms.

Qualifications

This position has a Basic Requirement for the 1550:

  • Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 12 in the Federal service and are prepared to take on greater responsibility.

Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:
  • Software engineering (coding) in Python or C#;
  • Data collection, data warehousing, and database systems such as SQL;
  • Data analysis, Data modeling, and machine learning;
  • AWS and/ or Azure cloud services;
  • Work in a team and communicate with technical and non-technical people.

Specifically you will be evaluated on the following competencies:

1. Computer Languages
  • Knowledge of computer languages and their applications to enable a system to perform specific functions.
2. Data Management
  • Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes.
3. Technical Competence
  • Uses knowledge that is acquired through formal training or extensive on the job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.
4. Project Management
  • Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
