This position operates under a hybrid work schedule. It is not eligible for permanent remote telework.

Coordinates IT products, projects, and services cost estimating reviews and information exchanges within ITFM, other OCIO Directorates and partnering service units. Facilitates working level reviews. Maintains quality control of all related IT cost estimating documentation generated for IT cost estimate development and processing. Conducts cost analyses/reviews in support of acquisition milestone decisions, budgeting activities, or emergent year of execution change requests. Ensures cost estimating documentation is operationally and analytically sound and meets cost estimating documentation standards in support of life cycle cost estimating from business plan estimates through acquisition of Independent Government Cost Estimate (IGCE) documentation for contracts. These include, but are not limited to cost estimate documentation for IT Capability Based Assessment, Analysis of Alternatives, IT cost benefit assessments, IT applications and product piloting, prototyping, and IT Program Baselines development. Ensures all IT cost estimating documentation is properly prepared, coordinated, and maintained for auditing purposes. Reviews Library, Financial Services Directorate (FSD), and OCIO regulations and policies affecting cost estimate documentation, develops and recommends new or modified procedures, policies, and directives to expedite cost estimate documentation objectives. Represents OCIO and ITFM leadership on cost estimating study and advisory groups. Reviews and coordinates Library basis of cost estimate deliberations which affects, influences, or provides further insights and their resulting impact on quality and adequacy of IT cost estimates developed by OCIO. Reviews and appraises IT project cost estimating operations on a continuous basis through spot-check of work in progress, review of completed work and results obtained to assure maximum efficiency, economy and effectiveness of the IT cost estimating operations.

Coordinates the planning, organizing, and guiding of cost estimating operations within OCIO and associated directorates. Establishes standard cost element structures and templates. Adapts organizational policies, goals and objectives and establishes standard, repeatable methods of cost estimation. Develops long range (5-10 years), intermediate, and short-range plans for improvement. Coordinates resources and provides a reporting and evaluation system to determine effectiveness. Provides expert advice and guidance and/or renders decisions on specific approaches to cost estimation. Continually evaluates the effectiveness of utilization of resources; and identifies improvement opportunities.

Develops and implements directives to implement high-level policy changes that impact technology resource requirements. Analyzes statutory requirements against existing directives to assess the degree of change necessary to comply with new requirements. Works closely with stakeholders in identified areas to develop policy that will meet Library objectives with minimal impact on operations. Coordinates comments on revised directives as part of the review process and incorporates comments or resolves issues into the final directive. Analyzes feasibility studies, proposals, and in-depth analyses of current requirements and forecast trends for future needs. Keeps abreast of changing and emerging technology, standards and best practices. Develops guidance on implementing and complying with existing or emerging policy. Participates in and provides cost estimating advice. Initiates and manages requests for cost estimates based on defined and approved requirements. Facilitates and documents discussions between the stakeholders, cost estimators and system engineers to ensure thorough understanding of requirements and assumptions. Maintains a thorough knowledge of Government Accountability Office (GAO) Cost Estimating Guidelines, cost analysis policies, procedures and methods, federal contract policies, rules and regulations in order to provide effective cost analysis guidance, oversight, analysis and review. Provides expert guidance to OCIO senior management officials and IT program/project managers concerning cost estimating and analysis. Ensures keen awareness of emerging cost estimating business practices and trends to determine their impact or applicability to OCIO programs and utilizes these new practices to ensure continuous improvement in overall cost estimating and analysis effectiveness across the entire organization. Maintains a high degree of technical knowledge as well as a thorough knowledge of functional activities and the federal acquisition and contracting processes required for effective generation of cost estimates.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to perform independent cost estimate review services.**

Ability to develop cost management policy and procedures.**

Ability to capture, analyze, estimate, and forecast IT financial management and related cost data.**

Ability to summarize budgetary and operational data using various software tools for reporting purposes.

Ability to communicate in writing.

Ability to convey analysis and information orally through briefings, consultations, and other presentations.

Ability to build and maintain relationships with individuals from varying backgrounds and levels.

Ability to communicate orally.

Additional information

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
