Help

As a DIRECTOR OF INSPECTIONS (TITLE 32), GS-1801-12, you will serve as the focal point for interpreting, developing, and implementing Air Force inspection policy and wing-level long-range strategic plans.

Major Duties - This is NOT an all-inclusive list:

  • Responsible for compliance with legal and regulatory requirements, and ensuring the best interest of the Air Force and Airmen needs are met.
  • Review new legislation, emerging policies, and inspection trends to determine where policy formulation, refinement, or clarification is indicated.
  • Ensure that all operational plans and instructions adhere to policy, are properly prepared and reviewed, and are catalogued and integrated into unified, non-conflicting packages which promote the effective use of resources.
  • Create, plan, schedule, and execute exercises/inspections to measure unit compliance and capability to execute the mission.
  • Compile and analyze unit reporting data to ensure compliance with federally mandated programs which include, among others, Intelligence Oversight (IO); Sexual Assault and Prevention Program (SAPR); and the Voting Assistance Program (VAP).
  • Establish and utilize metrics and analysis systems to assess efficiency, effectiveness, and compliance with regulatory procedures.
  • Plan and prioritize the sequence, direction, and progress of the programs.
  • Utilize qualitative and quantitative analytical techniques that frequently require modification to fit a wide range of variables to identify and report mission effectiveness to the Wing Commander.
  • Identify future resource needs (to include facilities, equipment, and personnel), and implements strategies to support future inspections/ exercise plans and projects.
  • Refine existing work methods and techniques for application to the analysis of specific issues or resolution of problems.
  • Evaluate and interpret information from classified and unclassified sources and vary the approach inspection/exercise by adapting or modifying inspections/exercise plan development.
  • Develop new procedures to furnish information concerning deficiencies, and ensures the efficient and effective use of resources.
  • Research and determine or recommend appropriate actions or interpretation of issues that impact organization, wing, command, or agency.
  • Formulate and execute inspection/exercise scenarios relevant to the primary mission of the wing/center and the surrounding environment.
  • Develop, integrate, and direct the wing/center inspection planning activities.
  • Guide and train wing/center personnel in inspection/exercise requirements, and assign technical projects/tasks to team members.
  • Form ad hoc study groups and/or Integrated Process Teams (IPT) composed of professional, administrative, and technical experts; defines study objectives, directs the effort, evaluates and validates the results.

  • NATIONAL GUARD MEMBERSHIP IS REQUIRED.
  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
  • Males born after 31 December 1959 must be registered for Selective Service.
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • May occasionally be required to work other than normal duty hours; which may include evening, weekends, and/or holidays.
  • May be required to travel.
  • IAW AF guidance, incumbent must attend the USAF Basic Inspectors Course (BIC) for UEI or CCIP (as appropriate) and the Inspector General Training Course (IGTC) within 180 days of assignment to an IG position; and Wing IG inspectors of nuclear-capable units will complete the USAF Nuclear Inspectors Course within 180 days of assignment to an IG team. Successful completion of other courses will be accomplished - IAW applicable DoD, AF, and National Guard Bureau regulations.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code 709), will be in the following manner and sequence:

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.


Military Grades: Officer/Warrant Officer/Enlisted - Minimum rank of MSgt. Maximum rank of Maj.

GENERAL EXPERIENCE: MUST be competent at the next higher level and must have a validated understanding of the basic principles and concepts of this occupational series and grade.

SPECIALIZED EXPERIENCE: MUST possess specialized experience which includes at least 36 months of expert knowledge of all applicable Inspector General Program principles and practices related to federal civilian, military, and National Guard, operational, administrative and technical programs; experience in planning for and executing inspector general programs and using software data systems; experience in conducting investigations and inspections to ensure compliance with agency policies, practices, and regulations; competent in the inspector general program concepts and policy regulations; experience in multiple and specific inspector general computerized programs; experience in interpreting and developing inspection policies, procedures and applicable Memorandums of Understanding or Memorandums of Agreement with host or tenant organizations; experience involving planning and organizing assigned programs, estimating unit resources, capabilities, and objectives; experience in providing definitive interpretations of regulations and study procedures; and competent experience involving initializing new inspections, interviews, and research application, methods, and functions; experience in identifying potentially controversial findings, issues, or problems with widespread impacts; experience that includes writing and analyzing projects, evaluations, or reports; experience in using expert judgment, initiative, and resourcefulness to deviate from established methods to modify, adapt, and/or refine broader guidelines to resolve specific complex or intricate issues and problems; experience in completing investigation or inspection results in written reports and briefings to senior leaders or the Adjutants General; and experience involving identifying and developing ways to resolve problems or cope with issues, and providing realistic data for leadership to improve planning and operational aspects of guard missions.

In order to be considered qualified, you must have one year of specialized experience equivalent to the next lower grade level in Federal service.

Education

Air National Guard Officers - You MUST meet the following educational requirements to qualify for this position:

An undergraduate degree from an accredited college/university is mandatory. The degree work should include completed academic courses in business management, English grammar and composition, speech, statistics, public administration, human resources administration, organizational development, public administration, behavioral social sciences, and psychology. A graduate degree from an accredited civilian academic college or from an equivalent professional military education school is optimum.

You must provide official transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.
