This position is located in the Dispute Resolution Service (DRS) within the Office of the General Counsel.

As an Attorney-Adviser (General), some of your typical work assignments may include:

  • Evaluating formal and informal complaints to determine the appropriateness of alternative dispute resolution processes. Effectively applying a wide range of dispute resolution techniques such as mediation, negotiation, and facilitation. Developing background information pertinent to cases, including determining facts and researching relevant legal and policy issues. Working with subject matter experts and other FERC offices in resolving complex disputes. Operating as a third-party neutral and implementing rules regarding confidentiality.
  • Maintaining electronic and paper records and filing systems on information and data associated with the administrative operations, performance, and program functions of the DRS related to casework, outreach, and training.
  • Communicating effectively both orally and in writing to internal and external inquiries to the DRS about operational and program activities. Being proficient at persuasive communication and handling difficult conversations. Fielding DRS Landowner Helpline inquiries and responding to general questions about ADR services and the DRS’ mission and functions.
  • Developing and implementing trainings and engaging in outreach and advocacy activities to increase awareness of the DRS conflict resolution services and programs, including the design and development of outreach and training material. Utilizing creative approaches to identify and/or create opportunities to inform the public about dispute resolution services. Representing the Commission and DRS at a variety of events. Presenting the Commission’s ADR policies to other Federal, State, public, and regulated entities; and to the public that the Commission serves.
  • Providing advice to senior DRS staff; performing legal research and analysis of legal decisions, opinions, rulings, and other documents.

  • Possess a J.D. or LL.B. degree from an accredited college or university.
  • Current, active bar membership required.
  • A two-year trial period may be required.
  • This is a bargaining unit position.

Qualifications

You must meet the following basic requirements, by the closing date of this announcement: (1) hold a Juris Doctorate (J.D.) or Bachelor of Laws (LL.B.) from an accredited college or university and (2) be a current, active bar member in good standing.

In addition, to the minimum requirements above, you must meet the following qualifications for each grade level by the closing date of this announcement:

At the GS-11: Professional or academic experience utilizing the concepts and theories of alternative dispute resolution, negotiation, conflict resolution and/or other relevant experience and professional knowledge to resolve complex disputes and difficult legal or factual questions; demonstrating knowledge of relevant statues, regulations and policies pertaining to the agency. Ability to independently manage caseload and complete activities within established schedules. Additionally, experience engaging in education, outreach and advocacy activities to increase awareness of services and programs. Leveraging creative approaches to identify and/or create opportunities to inform stakeholders of available services.

The GS-11 salary range is $78,592 through $102,166 per annum.

At the GS-12: One year of professional legal experience post bar admission at the GS-11 level. The GS-12 salary range is $94,199 through $122,459 per annum.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including any volunteer experience.
