Duties

Help
  • You will be responsible for executing verification, validation, and testing of information technology and/or electronic systems.
  • You will provide advice and recommendations on Test and Evaluation policies, processes and guidelines.
  • You will serve as a system level test lead as a member on an integrated project team (IPT).
  • You will evaluate the test basis and support the refinement of requirements to ensure testability, clarity, and correctness.
  • You will create test plans to document the overall test strategy, test approach, test process, test schedule, pass/fail criteria, test environment architecture, test lab resources (software, hardware, personnel, tools, equipment).
  • You will serve as the technical lead for automated testing, continuous testing, and continuous delivery of products in an agile environment.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 671 Intermed/Journeyman level within 12 months of appointment.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

NO-5: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Leads testing teams in supporting, planning, coordinating, and executing verification, validation, and testing of applications and systems software for new or existing systems.

Your experience must reflect IT-related experience in the following areas: attention to detail, customer service, oral communication, and problem solving.1. Attention to Detail: Plans and executes verification and validation methods to generate bi-directional traceability of requirements to tests.2. Customer Service: Prepares test reports, prepares presentations, briefs results, provides overall assessments and making recommendations to stakeholders, customers, sponsors.3. Oral Communication: Advises and coordinates testing activities with managers, developers, engineers, business analysts, and requirements personnel.4. Problem Solving: Conducts validation and testing of applications and systems software to identify deficiencies and risks associated with design, documentation, development, modification.


NO-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Supports, conducts, and executes testing verification and validation of applications and systems software for new or existing systems.

Your experience must reflect IT-related experience in the following areas: attention to detail, customer service, oral communication, and problem solving.1. Attention to Detail: Utilizes testing tools to identify test events and apply validation practices and processes to generate testing reports.2. Customer Service: Provides customers with results of risks and mitigation strategies on system testing results.3. Oral Communication: Authors and maintains test plans, test cases, and procedures in accordance with organization's policies and procedures.4. Problem Solving): Analyzes and interprets requirements, technical specifications, use cases, user stories, and/or business rules determine testing system requirements.

THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.

This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories.

The pay schedule and pay band for all Administrative Specialist/Professional Positions will be NO-1/2/3/4/5/6.
