Summary

The selectee will serve as a Human Resources Specialist in the Operations Branch of the Human Capital Management Office (HCMO). The HCMO is responsible for the administration and management of human resources programs, operations policies and services for the Federal Trade Commission (FTC). The HCMO also provides a wide range of technical advice and guidance to manager, supervisors, employees and customers of the FTC.

Duties

Help

The incumbent performs duties such as:

  • Resolves very difficult and complex position management and position classification issues involving a variety of professional, administrative, technical, and clerical and wage grade jobs.
  • Provides extensive assistance to supervisors and managers to: clarify and define duties and responsibilities of positions, interrelationships with other positions, and career patterns; to determine the types of positions required and the most appropriate organizational structure; and to recommend options or alternative courses of action for attaining human resource management goals.
  • Uses knowledge and exercises judgment to assist managers withproblems associated with atypical combinations of duties, unique needs of small stations, weekend and seasonal work, remote locations, recruitment difficulties, and career enhancement.
  • Analyzes duties and responsibilities of positions using a variety of methods and approaches such as on-site or telephone audits and review of background material and work samples.
  • Evaluates jobs in accordance with position classification standards and principles to determine proper pay system, title, series, and grade, and prepares defensible evaluation statements based on thorough analysis.
  • Conducts or participates in agency-wide position reviews; comments on and performs test application of proposed draft classification standards and develops standard position descriptions.
  • Provides technical expertise in determining rates of pay.
  • Analyzes individual cases to determine
  • appropriate rate of pay considering many factors such as highest previous rate, special salary rates, retained grade and/or pay, pay schedule changes, etc.
  • Gives advice to supervisors, managers and employees on basic pay, locality pay, special salary rates, pay flexibilities, FLSA and Title 5overtime determinations.
  • Writes supplemental policies and memoranda, which interpret and implement regulations related to various human resource management programs. Develops new operating procedures as necessary to deal with emerging human resource management issues.
  • Continually evaluates the effectiveness of human resource management programs and modifies or develops new procedures to assist management in developing and carrying out programs to satisfy the goals and mission of the FTC.
  • Trains and advises managers, supervisors, and employees regarding various human resource management topics and their role in the human resource management program. Prepares background and informational materials for use in such training.
  • Works with the Federal Personnel Payroll System (FPPS) as well as other computers systems and software in effecting personnel actions and completing work assignments. Actively supports and implements equal employment opportunity and Regional affirmative action programs.
  • Guides a team of human resources management specialists and/or assistants.
  • Assigns day-today work, sets priorities, devises a training plan for assigned specialists and/or assistants.

Qualifications

You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the next lowest grade level in the Federal service obtained in either the private or public sector.

For the GS-9 level: You must have one year of specialized experience at the GS-07 level performing the following types of tasks: Specialized experience is defined as providing advice and/or guidance on the interpretation of federal human resources laws and regulations to assist in the development of new or improved agency-wide human resources policy, guidance, or operating procedures pertaining to at least two of the following human resources disciplines: recruitment/staffing, position classification, position management, or pay and compensation; developing vacancy announcements, job analysis, and certificates of eligibles for merit promotion and delegated examining recruitment case files; utilizing human resources automated systems to process, manage, and track HR related actions (e.g., automated hiring systems and assessment tools, automated on-boarding systems, personnel action processing systems, personnel reporting systems, etc.); and providing advice to assist in the preparation of reports and staff papers related to human resources advisory services.

master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree

OR

A combination of doctoral education and experience, which meets 100% of the qualification requirements for the position.

GS-11 Level: You must have one year of specialized experience at the GS-9 level performing the following types of tasks: Specialized experience is defined as experience applying federal human resources laws and regulations to assist in the development of new or improved agency-wide policy, guidance, or operating procedures in the functional areas of at least two of the following disciplines: recruitment/staffing, position management, position classification, or pay and compensation; developing vacancy announcements, job analysis, and certificates of eligibles for merit promotion and delegated examining recruitment case files; conducting data gathering, research and analyses of applicable laws, regulations, and/or policies in support of decisions for human capital mandates and metrics, and recommend corrective action or alternative solutions; conducting quality reviews and/or evaluating human resources program areas (e.g., staffing, recruitment, position management, workforce planning, etc.) to identify efficiencies, deficiencies or to determine the overall effectiveness; and developing queries for analysis to present human resources data for assigned programs.

OR

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree.

OR

A combination of doctoral education and experience, which meets 100% of the qualification requirements for the position.

In order to qualify for this position, in addition to the time-in-grade requirements listed above, you must meet the specialized experience requirements.

Your resume must clearly reflect the specialized experience which includes:

  1. Experience providing solutions to staffing, recruitment, classification, and position management problems or issues;
  2. Experience providing advisory service on the application of appropriate human resources laws, regulations, policies, and procedures;
  3. Experience performing a variety of human resources operations activities (e.g., position classification and position management reviews, development of staffing strategies, job opportunity announcements, assessment tools, and certificates of eligibles); AND
  4. Experience performing qualification determinations, veterans' preference adjudications, regulatory compliance reviews of personnel actions, and pay-setting decisions
