Duties

Help

As a SEXUAL ASSAULT PREVENTION AND RESPONSE (VICT ADV) (SAR WF), GS-0101-11, you will:

  • Assists victims of sexual assault and domestic violence towards the process of recovery, through advocacy and resource information. For SAPR sexual cases, the victim advocate will operate under the supervision of the State SAPR Officer performing duties which include, but are not limited to, crisis intervention, safety planning, referral, ongoing non-clinical support, and serves as a resource on available options to assist victims in making informed decisions regarding reporting options and care. For Domestic Violence cases, the Victim Advocate will operate under the guidance and direction of the Director of Psychological Health (DPH)/Behavioral Health Officer (BHO) developing an appropriate plan of assistance and intervention which provides for the safety of the victim and their family members. Cases are assigned from a variety of sources to include self-sought services and referrals from SAPR hotlines, local domestic violence agencies, training classes, Wing/BDE identification, investigator identification, and medical or mental health provider identification.

  • Conducts risk assessments of individuals to determine immediate needs and evaluates safety and levels of risks; provides emotional support and guidance to victims in crisis while addressing the individual's needs and desires. Provides crisis intervention in the immediate aftermath of sexual assault or domestic violence/abuse and develops safety plans based on initial and ongoing risk assessments. Provide restricted and unrestricted reporting options addressing confidential disclosure and privacy to the victim. Provides referral services at the Wing/BDE State as well as the surrounding communities.
  • Analyzes and evaluates assessment data gathered to provide initial planning and provide follow-up interventions with clients regarding identified risk factors. Develops and maintains a relationship with families through case closure making appropriate modifications to safety planning as needed. Maintains active liaison with government and non-government organizations to assure adequate coordinated treatment services. Collaborates with the local court systems, child welfare and civilian law enforcement agencies regarding family maltreatment and/or sexual assault cases.
  • Attends the State Case Management Group (CMG) and ensures State SAPR Officer is kept abreast of victim's status/case. For SAPR cases, consults regularly with the State SAPR Officer on ongoing cases. For domestic abuse cases, consults regularly with the DPH on ongoing cases. The victim advocate ensures the DPH is aware of victim's situation and makes written entries in the victim's Family Advocacy Program (FAP) client case record.
  • Provides community liaison and referral services with State and community agencies and staff to include Wing and State Staff Judge Advocate, local Mental Health agencies, local shelters, civilian crisis centers, and various other community service providers. Uses regulatory guidelines, local laws and precedents to develop and improve on program goals and services.
  • Facilitates or assists in the planning, scheduling, and delivery of sexual assault prevention and response and interpersonal violence prevention training for all Wing/BDE State personnel, leadership, deploying personnel, volunteer or collateral duty Victim Advocates, and other key functional stakeholders to include annual refresher SAPR training. Coordinates guest speakers, arranges announcements and marketing, and coordinates logistics for the various training activities.

  • Promotes awareness of sexual assault and interpersonal violence prevention in the community by performing outreach activities in the preparation for and implementation of the Sexual Assault Awareness Prevention Month and Domestic Violence Awareness Month campaigns.

  • May occasionally be required to work other than normal duty hours; overtime may be required.
  • May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
  • Required to obtain and maintain the DoD mandated Defense Sexual Assault Advocate Credentialing Program (D-SAACP) certification and maintain certification through meeting continuing education training requirements every two years.

GENERAL EXPERIENCE:
Practical knowledge of the following programs, procedures, and policies of the following areas:

  • At least six months of military and/or civilian working experience at an intermediate competency level in one of the personnel programs, family programs, or community service programs.

SPECIALIZED EXPERIENCE:

Must have at least 36 months experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions.
  • Knowledge of a wide range of generally accepted practices and procedures associated with victim advocacy, social services delivery systems, principles, and behavioral theories relating to victim advocacy, sexual assault, domestic abuse, and other acts of interpersonal violence.
  • Knowledge of laws, regulations, executive orders, issues, etc., relating to victim advocacy, sexual assault, domestic abuse, and interpersonal violence.
  • Skill in effective development and delivery of sexual assault prevention and response training to a variety of individuals and organizations
  • Ability to employ various methods and techniques typical of a sexual assault and domestic abuse victim advocate program, including crisis intervention, situational assessment, and analyzing the needs of the victim to support/assist them in the resolution of complex problems.
  • Ability to function as liaison to JFHQ-State and community organizations representatives to establish, maintain, and provide effective victim support in a wide variety of situations.
  • Ability to provide information and one-on-one assistance to individuals under difficult circumstances using sensitivity, tact, and caring using a wide range of social science principles, practices, and techniques to effectively deal with crisis intervention, the dynamics of sexual assault and domestic abuse, and their effects, and to relate to and build trust with individuals that have faced traumatic and life changing events.
  • Ability to coordinate and educate Victim Advocate volunteers.
Due to the potential for legal or professional conflicts of interest, per CNGBI 1300.01, certain military occupational specialties or civilian jobs cannot serve as SARCs or VA. These military/civilian positions' professional duties for sexual assault response conflict with the duties required of the SARCs and SAPR VAs.
  • Chaplain personnel and chaplain assistants are NOT appointed as the National Guard SARC or VA Title 5 Excepted Service employees because they have privileged communication granted in the DoD Chaplain Program.
  • Law enforcement (military and civilian) personnel are NOT appointed as National Guard SARC or VA Title 5 Excepted Service employees because they have confidential limits in their roles to seek and document the truth of the crime.
  • Judge advocates and paralegals are NOT appointed as National Guard SARC or VA Title 5 Excepted Service employees because their legal responsibilities conflict with SARC or SAPR VA duties and may involve prosecution or defense of alleged offenders.
  • Commanders, CSMs, 1SGs are NOT appointed as National Guard Title 5 Excepted Service SARC or VA employees because their command responsibilities include focus on assessing the facts, functions, and accountability for both the offender and the victim; and these command duties conflict with the National Guard SARC or VA Title 5 Excepted Service employee's duties that are focused only on providing support and resources to sexual assault victims.
  • Medical and Mental Health Providers, (military and civilian who see patients), are NOT appointed as National Guard Title 5 Excepted Service SARC or VA employees because their clinical roles and medical treatment work may require contact with a sexual assault victim; and their clinical roles and their medical treatment duties and responsibilities directly conflict with the SARC or VA work requirements.
  • EOAs and EOLs are NOT appointed as National Guard Title 5 Expected Service SARC or VA employees because they do not have confidentiality and one of the main basis for the program is privacy and confidentiality for the Victim.

Education

EDUCATION REQUIREMENTS

Degree: Behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences.

OR

Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
