Summary

Serves as a Schedule Manager for project planning for the Glenn Research Center (GRC). Provides schedules and scheduling analyses to GRC project management. Serves directly as scheduler for high profile or demanding projects as assigned. Communicates schedule status and forecasts to project managers and other stakeholders. Serves as assistant to the Contracting Officer's Representative for the Program Planning and Control (PP&C) services contract.

  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Provide direct support for schedule development, analysis and control to high profile and complex projects at GRC.
  • Communicate schedule status, products, and results to project management, both orally and in writing.
  • Serve as assistant technical representative providing oversight of project schedulers performing under a services contract.
  • Provide assistance to programmatic analysts in the development of schedule risk analyses which forecast completion or milestone dates.
  • Improve the competency and capability of GRC project schedulers in the areas of schedule development, analysis, and control by providing formal and informal training and professional feedback.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

GS-11: To qualify at the GS-11 level, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:

  • Utilizing an automated project management system to enter and analyze data for assigned projects or programs;
  • Using Microsoft Project or equivalent network scheduling software;
  • Assisting in developing and preparing briefings and status reports for management to report findings and provide recommendations.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

GS-12: To qualify at the GS-12 level, you must have one year of directly related specialized experience equivalent to the GS-11 level:
  • Managing schedules in hardware development, research and technology or similar complex projects, using Microsoft Project or equivalent scheduling software to plan the project;
  • Updating and maintaining the schedule status' over the project life cycle;
  • Performing schedule analysis including development of critical path analyses and/or the use of schedule analysis tools.

GS-13: To qualify at the GS-13 level, you must have one year of directly related specialized experience equivalent to the GS-12 level:
  • Coordinating, validating, and/or executing schedules in hardware development, research and technology or similar complex projects, using Microsoft Project or equivalent scheduling software to plan the project;
  • Updating and maintaining project schedules and presenting periodic status' to stakeholders;
  • Performing schedule analysis including development of critical path analyses, using schedule analysis tools, providing variance explanations, and/or performing Defense Contract Management Agency (DCMA) 14-point assessment.
