As a Program Analyst, you will:

  • Assist in the review of internal processes (e.g., Maintenance and Cure Claims, QASP, correspondence) and communicate with Headquarters and field offices to improve product efficiency within the areas of time, cost, and quality.
  • Participate in conferences and in discussions or negotiations with other government agencies, officials of the maritime industry, MARAD staff, and other organizations in matters related to program and financial planning.
  • Perform quality assurance checks on Ship Manager Contract quality assurance (i.e. QASP) report and other related office policies.
  • Prepare annual summary data (e.g., concise narratives, adjective ratings) from the Ship Manager Contract QASP reports and prepare for entry into the Contractor Performance Assessment and Reporting System.

The ideal candidate for this position must have general experience with conducting quality assurance oversight of organizational programs. The candidate must have basic knowledge of administrative concepts, principles, and practices for oral and written communications. Also, the candidate must possess skills to assemble, analyze and summarize data.

Qualifications

To meet the minimum qualifications for this position, you must (1) provide a copy of transcripts for verification, AND (2) meet either the education or experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:

  • Experience assisting with developing program policy and monitoring for compliance and performing analysis of program performance.

To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience performing assignments requiring the application of fundamental principles, concepts, techniques, and guidelines relative to planning, analyzing, and/or evaluating the effectiveness of programs.

To qualify for the GS-11 on Education alone, you must have:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.
You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application.

To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience providing senior level advice relative to planning, analyzing, and/or evaluating the effectiveness of programs.
  • Experience adding contribution to management decisions in assigned program areas; applying concepts, laws, policies, practices, analytical, and diagnostic methods and techniques to address substantive technical issues or problems characterized by complex, controversial, and/or sensitive matters.

You cannot qualify on education at the GS-12 level; you must have experience.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Written/Oral Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Technical Competence - Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues.

Analytical - Uses knowledge and experience gained to examine things in detail in order to discover more about them and provide guidance and advice.

ADDITIONAL CONDITIONS OF EMPLOYMENT:

TELEWORK ELIGIBILITY:  Telework availability will be based upon the mission requirements and supervisory determination.  If approved for occasional telework, you will be required to report to the office on a regular basis. The number of telework days approved is determined by the agency policy, emergency situations, the approval of your immediate supervisor, and if applicable, approval of additional officials.

The agency has the option of extending a term appointment up to the 4-year limit.
