Duties

Help

  • Serves as senior labor relations specialist and the Corporation's source of expertise for the Managing Director HRMD and advisor to management in the area of union-management relations.
  • Advises and helps shape the structure of the Corporation's long-term as well as day-to-day operational relationships with union representatives. Formulates and provides authoritative recommendations regarding key issues e.g., strategies for bringing about productive working relationship with the union(s), labor relations training for managers/supervisors, steps to deal with recurring types of conflicts, and the handling and resolution of grievances.
  • Represents the Corporation on matters dealing with negotiating labor relations policies and other matters affecting working conditions. Maintains contact and effective relationships with union officials and provides information when requested on agency personnel policies, practices and working conditions.
  • Provides interpretations and explanations of contractual provisions during preparation for bargaining and during the bargaining process.
  • Initiates research into various major areas of labor-management relations as they deal with issues such as negotiations, impasses, grievances, management rights, etc.
  • Screens various requests for information which may subsequently evolve into grievances or even cases set for arbitration. Conducts fact-finding, including interviews with employees, managers/supervisors, HR specialists, union representatives, etc. Develops a complete case file with findings and forwards and/or presents recommendations for higher-level consideration.
  • Meets and confers with union officials regarding contract administration matters. Participates in implementing the Collective Bargaining Agreement provisions by working closely with management and HR staff to monitor and evaluate contract administration. Keeps supervisor apprised of trends or problem arising from contract interpretations.
  • Leads the management team in preparations for bargaining and discussions with the union during all phases of bargaining for both term and mid-term agreements,
  • Recommends changes in HR labor-management policies, procedures, and practices and regularly briefs supervisors and management. Leads training on the bargaining process, negotiated agreements etc.
  • Participates in groups or task forces directed toward improving customer/client satisfaction and bringing about improvements in HRMD labor relations policies, practices, and procedures.
  • Performs other duties as assigned.

Qualifications

To qualify for pay band 4a you must meet the following:

Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4b (GS-12) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; experience serving as a source of expertise to management in the area of union-management relations; experience in providing advice and guidance on the interpretation/application of labor agreements, negotiability and representation issues, unfair labor practices, and negotiated grievance procedures; and communicating, orally and in writing, to prepare and present instructions, guidance, and related information. Note: This experience MUST be well documented within your resume or application.

To qualify for pay band 3b you must meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 4a (GS-13) or an equivalent level which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; experience serving as a senior labor relations specialist and source of expertise to management in the area of union-management relations; experience in providing advice and guidance on the interpretation/application of labor agreements, negotiability and representation issues, unfair labor practices, and negotiated grievance procedures. (This includes experience preparing for, and participating in, arbitrations, Alternative Dispute Resolution processes and other third-party forums); and communicating, orally and in writing, to prepare and present instructions, guidance, and related information. Note: This experience MUST be well documented within your resume or application.

Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 4b or GS-12 to be eligible for pay band 4a. You must have one year of Federal service equivalent to pay band 4a or GS-13 to be eligible for pay band 3b.

  • RECRUITMENT/RELOCATION BONUS may be authorized for this position. If you are not a current federal employee this position may authorize a one time Recruitment bonus to be paid over a specified period. Selected individual will be required to a sign service agreement prior to receiving any bonus payments.
