Duties

Help

In this position you will service as an HR Specialist performing the following duties:

  • Provides advisory and consultative services in the area of recruitment and placement.
  • Develops and forecasts long and short range staffing requirements and recruitment strategies.
  • Conducts job analyses on a wide variety of positions using research and analytical techniques.
  • Utilizes an automated recruitment system to announce internal and external vacancies using merit promotion and delegated examining unit procedures.
  • Creates assessment tools to accurately evaluate, rate, and rank applications and create and issue certificates of qualified candidates.
  • Completes the hiring process to include confirming the selection, setting pay, making job offers, initiating the background investigation, obtaining agency record checks and release dates, initiating processing of the entrance on duty, and participating in new employee orientation.
  • Audits and closes out recruitment case files.
  • Participates in public outreach activities (e.g., career fairs, diversity recruitment outreach, informational sessions on recruitment and staffing, etc.).

Qualifications

Grade 09: You qualify for this position if you possess one year of specialized experience at the GS-07 level.  For this position specialized experience as defined as experience 1) completing staffing/placement activities for a range of occupations; 2) applying applicable laws, regulations, and agency policies and procedures for recruitment and placement of personnel to managers and employees.

OR You qualify with Education:  Master's or equivalent graduate degree; OR   2 full years of progressively higher level graduate education leading to such a degree; OR LL.B. or J.D., if related OR You may qualify by a combination of experience and education.  

Grade 11: You qualify for this position if you possess one year of specialized experience at the GS-09 level.  For this position specialized experience as defined as experience 1) completing staffing/placement activities for a range of occupations; 2) drafting announcements using an automated staffing system; and evaluating applications for minimum qualifications; 3) applying applicable laws, regulations, and agency policies and procedures for recruitment and placement of personnel using federal HR principles, concepts, and practices through Merit Promotion Procedures and Delegated Examining

OR You qualify with Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree OR LL.M., if related OR You may qualify by a combination of experience and education.  

Grade 12: You qualify for this position if you possess one year of specialized experience at the GS-11 level.  For this position specialized experience as defined as experience 1) completing staffing/placement activities for a range of occupations; 2) drafting announcements using an automated staffing system; and evaluating applications for minimum qualifications; 3) applying applicable laws, regulations, Executive Orders, court decisions, and agency policies and procedures for recruitment and placement of personnel using federal HR principles, concepts, and practices while serving as a consultant providing advice and guidance directly to managers and employees on all phases of the recruitment and staffing process through Merit Promotion Procedures and Delegated Examining.



Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.

You will be evaluated for this job based on how well you meet the qualifications above.
