Summary

Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity. The duties may include, but are not limited to:
  • Analyze highly complex formal and informal rule-making actions pertaining to COOL and the Standard to write and revise regulatory text, ensure compliance with standards.
  • Conduct research on regulations relevant to bio-engineered foods, labeling techniques for food products, and other factors related to the marketing agricultural commodities or products.
  • Develop and implement plans and activities designed to improve the knowledge and understanding of COOL and the Standard by the public, regulated firms, and other government agencies.
  • Evaluates proposed legislation and drafts new rules and amendments to existing regulations, communicating provisions of laws and negotiating with a variety of stakeholders.
  • Conducts studies on new and emerging issues that arise in COOL policy and collaborates with other agencies and departments with authority over origin labeling of food products.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.

TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.

FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

  • Researches and analyzes current regulations, policies, procedures, and standards to participate in discussion regarding new regulatory text.
  • Participates in evaluations of proposed legislation requiring familiarity with agricultural regulations, precedents, and practices covering one or more recurring types of legal actions encountered in the agency.
  • Experience working in agricultural production and trade, or in other agricultural programs in an international trade environment.
  • Representing organization with producers, trade organizations, international constituents, the public, governmental, and related groups.
Note: There is no education substitution for this grade level.

FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Researches and analyzes current regulations, policies, procedures, and standards to draft and revise new regulatory text.
  • Interpret and apply, or explain to others the application of, a body of law, regulations, precedents, and practices covering one or more recurring types of legal actions encountered in the agency.
  • Experience working in bioengineered agricultural production and trade, or in other agricultural programs in an international trade environment.
  • Representing organization as a technical expert with producers, trade organizations, international constituents, the public, governmental, and related groups.
Note: There is no education substitution for this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

To exercise selection priority for this vacancy, CTAP/RPL candidates must meet the basic eligibility requirements and all selective factors.
