Duties

Help
  • You will work with others to resolve computer security incidents and vulnerability compliance of Department of Defense / Department of Navy automated information systems.
  • You will identify and correct technical security deficiencies discovered during security and certification testing and continuous monitoring.
  • You will ensure that system designs and configuration incorporate compliant settings per applicable security technical implementation guidelines.
  • You will display knowledge of defense-in-depth principles and how they may be applied to network security architecture.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 521 at the Entry/Apprentice level within 6 months of appointment.

Qualifications

You may qualify for this position with either specialized experience OR education.

NO-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Lead personnel in executing security policies, procedures and practices in developing, conducting, and monitoring security testing, evaluation, validation and verification for operating systems and networking hardware.

Your experience must reflect skills in the following areas: attention to detail, customer service, oral communication, and problem solving.
1. Attention to Detail: Using analytical and critical thinking while conducting audits and assessments of moderately complex technical systems.
2. Customer Service: Advise customers on system and application security threats and/or vulnerabilities and methods on implementing mitigation strategies to resolve problems.
3. Oral Communication: Advise, consult, and interact with technical teams, leaders and peers on applicable security policy and guidelines for moderately complex systems.
4. Problem Solving: Identify and implement mitigation strategies to resolve problems, and to re-test/ re-evaluate systems.

NO-03: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Responsible for supporting and documenting the systems integration, testing, operations, maintenance, and security of one or more systems and applications.

Your experience must reflect skills in the following areas: attention to detail, customer service, oral communication, and problem solving.
1. Attention to Detail: Conduct audits or reviews of technical systems against known job aids and/or standard operating procedures requirements or criteria.
2. Customer Service: Provide customers reports on vulnerabilities and recommend resolution to correct issues.
3. Oral Communication: Advise, consult, and interact with technical team leaders and peers regarding system support.
4. Problem Solving: Utilize mitigation strategy to resolve problems and to re-test and/or re-evaluate systems.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.

NO-04: Have successfully completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management.

OR

Have successfully completed 3 full years (54 hours) of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

NO-03: Successfully completed a master's or equivalent graduate degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

OR

Successfully completed 2 full years (36 hours) of progressively higher graduate level education leading to a master's degree or equivalent graduate degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; or, graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.

This position is in the Science & Technology Reinvention Laboratory (STRL) Human Resource Management System pay band for Department of Defense laboratories. The pay schedule and pay band for all Administrative Specialist/Professional Positions will be NO-1/2/3/4/5/6.

This position is covered by the Department of Defense Priority Placement Program.
