Duties

Help

As an IT Program Manager (ENTARCH/INFOSEC) you will provide day to day operational and strategic leadership to the Division:

  • Lead IT Program Management activities such as managing, organizing, analyzing, evaluating, and coordinating multiple complex agency projects throughout the project life cycle.
  • Lead large transformation initiatives to modernize complex legacy business systems and/or network infrastructure.
  • Provide technical guidance and assistance on matters about enterprise network and security architecture utilizing various laws, regulations, policies, procedures, and services to manage and implement security and technical requirements. 
  • Lead analytical and customer outreach work to ensure FAS IT products and services meet state-of-the-art information security requirements with FISMA, EO, FIPS, NIST and CISA requirements.
  • Conduct life cycle cost studies, budget formulation, acquisition management and performance management of system, network and/or application development, operations, and maintenance.
  • Monitor existing IT materials and conduct comparative analysis of competitor materials.
  • Participate in meetings, committees, and working groups as a senior technical subject matter expert.
  • Develop strategic stakeholder outreach materials, including marketing collateral, talking points, reactive press statements/Q&A, workshops, meetings, seminars, conferences, white papers, infographics, solicitation templates, social media, podcasts, and videocasts.

The GS-15 base salary range starts at $136,908 (based on Step 1, outside of locality pay areas) to $183,500 (San Jose-San Francisco-Oakland, CA includes locality pay). Locality pay will be determined once the duty location has been established.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

Applicants applying for the GS-15 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-14 level in the Federal service as described below:

IT SPECIALIST COMPETENCY REQUIREMENTS:

  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant keeps abreast of latest technology, information, research, etc., to maintain knowledge in field of expertise (for example, reads trade journals, participates in professional/technical associations, maintains credentials).
  • Customer Service - skill is generally demonstrated by assignments where the applicant promotes or develops and maintains good working relationships with key individuals or groups.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant serves on panels, committees, or task forces as a representative for the organization on technical or professional issues.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant monitors current trends or events (for example, technological, economic, political, social, educational, or employment trends or events) and applies the information as appropriate.

SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is defined as experience leading program management, design, and acquisition of telecommunications, Local Area Networks (LAN), Wide Area Networks (WAN), Information technology (IT), network security, on-premise, cloud, and emerging technologies. Experience must include:

  • Leading IT Program Management activities such as managing, organizing, analyzing, evaluating, and coordinating multiple complex agency projects throughout the project life cycle.
  • Leading large transformation initiatives to modernize complex legacy business systems and/or network infrastructure.

How you will be evaluated

We will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Expert knowledge of program management, IT laws, regulations, methodologies, and/or policies to provide sound and authoritative technical guidance on all security related issues. Mastery of laws and regulations governing the acquisition and use of information technology.
  2. Expert knowledge of state-of-the-art information security products and services available to Government and private industry to analyze security requirements, assess project feasibility, and define current and future information assurance environments.
  3. Expert knowledge of information defense systems, defense in depth strategies, identity access management, information access management, business process mapping, penetration testing, and IT forensics. Knowledge equivalent to such systems security certifications as CISSP, CNSS, CAP, SSCP, or CSSLP.
    Expert knowledge of IT laws, regulations, methodologies, and/or policies to provide sound and authoritative technical guidance on all security related issues. Mastery of laws and regulations governing the acquisition and use of information technology.
  4. Mastery knowledge of information technology systems security concepts and principles and awareness of emerging technologies and their applications to information assurance processes.
  5. Ability to apply experimental theories and new developments to problems not susceptible to treatment by accepted methods.
  6. Ability to make applicable IT security recommendations to FAS and GSA leadership.
  7. Mastery skill in oral communication to make formal and informal presentations and to present sensitive recommendations to higher level management.
  8. Ability to communicate with current and potential clients, including the ability to effectively define and describe FAS services and capabilities, and to rapidly develop an understanding of clients’ needs and to address them.
  9. Ability to obtain compliance with policies from activities nationwide, to articulate positions/policy of vast technical complexity, and to represent the agency on interagency task forces.
