Summary

This position serves as the Senior Health System Specialist with VISN 23 as an EHRM Change Management Lead. The VHA Electronic Health Record Modernization (EHRM) is a national initiative to modernize the VHA electronic health care record (EHR) throughout the nation. As a key leader you will manage the creation and implementation a change management strategy and related plans to maximize adoption and usage of EHR tools and processes on a large scale while also minimizing resistance.

Major duties and responsibilities include:

  • Identify non-clinical organizational risks and develop plans of action for the approval of executive leadership that will avoid or minimize risk to the organization.
  • Establish goals and work plans for the Compliance Section and ensure the implementation of goals and objectives of the service.
  • Determines issues, areas, and/or subject matter that create risk for the organization and makes recommendations to executive leadership as to how to avoid or minimize the identified risks.
  • Ensures that the policies and procedures within each program area align with VA Central Office, VA Office of Inspector General, as well as other organizations that provide oversight of the health care system.
  • Oversees the implementation of the provisions of these policies and procedures in VACIHCS and provides guidance and counsel to leadership on incorporation into daily operations.
  • Creates and maintains local policies governing each of the disciplines within the Compliance, ensuring they are compliant with national policy, accessible to employees, and up to date.
  • Creates a formal, written plan for auditing and monitoring activities of Access practices as well as areas within all disciplines of the Compliance Service (Privacy, Business Compliance, Records Information Management, Integrated Ethics, Controlled Substance, and Auditing) which have been identified as actual or potential sources of compliance failures.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/30/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinating, planning, implementing, and monitoring change management activities to ensure the rapid flow of information that maximizes adoption, minimizes resistance, and meeting project objectives within a healthcare system.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work requires some physical exertion, such as periods of standing, some walking, bending, crouching, stooping, stretching, or similar activities; and some moderate lifting and carrying. The work requires frequent travel to health care facilities or to attend various meetings, conferences, or workgroups. Incumbent' s vision should be sufficient to read from a computer screen for prolonged periods without excessive fatigue. Input data into the computer requires prolonged use of keyboard. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crisis resulting in highly stressful work situations. The incumbent is expected to be in occasional travel status while working on various projects, and site visits.
