Summary

The General Counsel and Legal Policy Division (GCLPD) is responsible for establishing and maintaining a uniform legal framework of Government ethics for Executive Branch.

This position is located in the Office of Government Ethics (OGE), General Counsel and Legal Policy Division, Financial Disclosure Branch. The incumbent will conduct initial reviews of financial disclosure reports submitted by Presidential appointees confirmed by the Senate & certain other executive branch officials.

The following are the duties of this position at the GS-13 . If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

  • Conduct initial review of Public Financial Disclosure reports ("278 reports", which include new entrant, annual, termination, combination, and periodic transaction reports) for technical sufficiency and potential conflicts of interest.
  • Serve as a subject matter expert for financial disclosure reports and provide expert guidance, technical assistance, analysis, and recommendations to internal and external clients on the proper completion of 278 reports.
  • Address novel or complex financial disclosure reporting issues, where existing guidance is insufficient or nonexistent, by independently researching the reporting issue, analyzing its interaction with existing financial disclosure laws, regulations, and guidance, and preparing recommendations for new guidance and procedures to senior staff, managers, and supervisors.
  • Develop recommendations to leadership regarding new reporting standards or guidelines for processing novel or complex financial disclosure reporting issues based on the analysis of applicable statutory, regulatory, and existing standards, if any.

Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position is defined as:
- Researching, interpreting and communicating on questions involving ethics-related statues, regulations, policies, and issues; AND
- Reviewing of confidential or public financial disclosure forms.

For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized experience for this position includes:
- Facilitating the resolution of financial issues by providing customer support to agencies, financial institutions, or the general public; AND
- Composing and communicating findings, both written and verbal, in a clear and well-organized manner in order to exchange information with internal and external customers.
OR You may substitute education for general or specialized experience as follows:
- Ph.D. or equivalent doctoral degree, OR
- 3 full years of progressively higher-level graduate education leading to such a degree, OR
- LL.M., if related.
OR You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

For the GS-09, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:
- Explaining concepts, guidelines, regulations, policies, or procedures to customers, the public or other employees; OR
- Reviewing documents for compliance with organizational/regulatory requirements; OR
- Assisting in collecting, researching, interpreting, and analyzing financial or accounting information.
OR You may substitute education for specialized experience as follows:
- Master's degree or equivalent, OR
- 2 full years of progressively higher level graduate education leading to such a degree, OR
- LL.B. or J.D., if related.
OR You may qualify by a combination of experience and education.

Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11level for 52 weeks.
For the GS-11, you must have been at the GS-09level for 52 weeks.
For the GS-09, you must have been at the GS-07level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

- This position may be eligible for full-time remote work based on the duties of the position. Remote employees will receive the locality rate associated with the location of their remote worksite. Pay will be determined based on the duty location of the position.
