This position is in the Office of Evaluations.

The following are the duties of this position at the EL-12. (Equivalent to the GS-12) If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Analyze FHFA operations using applicable criteria, techniques, methods and practices related to evaluations, program management and internal controls in assessing the efficiency and economy of FHFA operations, and the effectiveness of accomplishment of FHFA programs.
  • Develop evaluation plans, make recommendations for objectives, approaches, or tests, based on experience or research.
  • Modify the evaluation plan by changing areas of emphasis or develop new approaches as determined by analysis of findings.
  • Conduct independent analysis and research, and interpret applicable laws, regulations, and procedures, in order to assimilate and summarize data to help assess the efficiency and economy of FHFA operations and the effectiveness of FHFA programs.
  • Develop and conduct special in-depth analysis of activities within general or high risk FHFA programs where employees could commit fraud, waste, and abuse.

Ethics: FHFA-OIG employees are subject to government-wide ethical standards of conduct, financial disclosure requirements, and post-employment prohibitions. In addition, certain FHFA-OIG employees are prohibited from accepting compensation from Fannie Mae and Freddie Mac for a two-year period after terminating employment with FHFA-OIG. Furthermore, to avoid financial conflicts-of interest or the appearance of conflicts-of-interest, FHFA-OIG employees may need to divest or sell certain assets they, their spouse, or minor children own or control, including securities issued by Fannie Mae, Freddie Mac, or the Federal Home Loan Banks. Employees who work on Federal Home Loan Bank issues may need to sell or divest financial interests with any of the Federal Home Loan Bank members, which may include stock in bank holding companies, insurance companies, and other financial services firms.

Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the EL-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL-11 grade level in the Federal service. EL-11 is equivalent to a GS-11.
Specialized Experience for this position includes:
- Researching laws, regulations, guidelines, and approved procedures to provide findings; AND
- Participating in pre-project meetings and post-project meetings; AND
- Identifying controls over operations and writing reports with appropriate summaries, conclusions, and recommendations.

Specialized Experience: For the EL-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL-09 grade level in the Federal service. EL-11 is equivalent to a GS-09.
Specialized experience for this position includes:
- Briefing internal management or external customers on project results and work products; AND
- Planning segments of evaluations, inspections, audits, or other projects; AND
- Drawing conclusions or making recommendations based on data/information gathered.
OR
You may substitute education for specialized experience as follows:
Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related.
OR
You may qualify on a combination of education and experience.
To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the EL-12, you must have been at the EL/GS-11 level for 52 weeks.
For the EL-11, you must have been at the EL/GS-09 level for 52 weeks.
