Help

As aCriminal Investigator, PE-1811-2your typical work assignments may include the following:

  • Works within a combined team of investigators, auditors, analysts, attorneys, and methodologists to conduct investigations, inspections, and reviews, covering a wide range of Federal government programs and processes.
  • Collaborates with other investigators in establishing and executing plans for complex and sensitive investigations of alleged violations of federal criminal laws and regulations, with particular emphasis on those that involve potential fraud, waste, and abuse.
  • Performs undercover work and mobile or fixed surveillance that includes the use of a variety of electronic surveillance equipment to collect and document evidence.
  • Interviews witnesses, subjects, and informants to solicit information and to collect data.
  • Distinguishes between relevant and irrelevant information or evidence, prepares well-defined and well written investigative plans, and drafts reports of investigations and other documentation that support logical and succinct analysis and recommendations, conforming with relevant agency standards, policies, and procedures.
  • Serves as an expert advisor and liaison in developing and maintaining relationships with various stakeholders in the Federal government, private industry, state and local law enforcement agencies, and within GAO.

Qualifications

You may qualify at the BAND 02 level, if you fulfill the following qualification requirement:

SPECIALIZED EXPERIENCE

To qualify for this position applicants must have 1 year (52 weeks) of specialized experience at the next lower band level equivalent to the 1811 series, PE-I (GS-12) grade level in the Federal service, which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as experience planning and conducting complex criminal investigations relating to alleged or suspected violations of potential fraud, waste and abuse and government corruption; deciphering evidence and information that reconstructs events, sequences and time elements; and advising, assisting and collaborating with internal and external stakeholders within Federal, State and local law enforcement.

CONDITIONS OF EMPLOYMENT

This position requires that the selectee has successfully completed the Criminal Investigator Training Program (CITP) https://www.fletc.gov/criminal-investigator-training-program or an equivalent program, such as the program offered to agents from the FBI, DEA and Postal Inspection Service.

MEDICAL REQUIREMENTS

The selectee must pass a pre-appointment medical examination by an authorized government physician and meet the physical requirements for this position as required by this agency.

The duties of position in this series require moderate to arduous physical exertion involving walking and standing and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to himself/herself, or others is disqualifying.

MINIMUM AND MAXIMUM AGE REQUIREMENTS

You must have reached your 21st birthday to be appointed to this position. This position also has a maximum age restriction. For an initial appointment you should not have reached your 37th birthday. This age restriction does not apply if you are a veteran of a U.S. Uniformed Service or if you are presently or have previously been employed in a Federal civilian law enforcement position covered by special civil service retirement provisions, including early or mandatory retirement. Hiring exceptions will be made for veterans' preference eligibles. In order to receive consideration under this announcement, you must include your date of birth in your application package and, if applicable, proof of previous service in a federal civilian law enforcement position covered by the special retirement.

LEAP REQUIREMENTS

This position is covered by the provisions of Law Enforcement Availability Pay (LEAP), which is a special form of premium pay fixed at an additional 25% of basic pay (including locality pay). Applicants must agree to work an annual average of two hours extra per day to meet the requirements of LEAP.
