Summary

You will serve as a Contracting Officer Representative (COR) for FMCSA’s Office of the Chief Technology Officer (OCTO), responsible for providing expertise in contracts administration and project management for IT projects, applying contracts management standards and best practices to ensure project success. The incumbent will work collaboratively with business offices and other project managers in the initiation, execution, and monitoring and control of IT contracts and projects.

As a IT Specialist (SYSANALYSIS-PLCYPLN) Contracts and Projects , you will:

  • Analyze, evaluate, document and make recommendations on the merits of proposed systems development projects. Performs studies to advise on the merits of a proposed approach for the configuration and management of new hardware and software for IT systems. Assesses IT requirements and supports IT portfolio managers and IT proponents in developing IT performance work statements, acquisition plans, acquisition strategies, and contract documents.
  • Provide assistance to personnel in documenting IM/IT acquisition programs as required for justification and approvals. Develop Independent Government Cost Estimates (IGCEs), and conducts independent assessment of level of effort, required skillsets and labor categories/rates, direct and indirect costs. Manage contracted support for IT including hardware, copiers, cell phones, and software.
  • Work with functional managers to evaluate the impact of proposed standards and procedures and evaluates the need for changes in existing local policies or procedures for the accomplishment of IM/IT goals and objectives. Advises on standards and best practices to ensure project success. Work collaboratively with business offices and other project managers in the execution, monitoring and control of IT contracts and projects. Ensure projects are planned and executed in accordance with all Capital Planning and Investment Control (CPIC) standards, principles and guidelines; MC-I IT Governance framework; and budgets are appropriately authorized and coordinated through the Office of the Chief Financial Officer.
  • Serve as a Contracting Officer Representative (COR) in conducting market research to establish IT requirements and to identify the marketplace for IT goods or services. Provide technical information to assist in determining type of contract and level of competition, Statements of Objectives (SOOs), Statements of Work (SOWs), Performance Work Statements (PWS) and Request for Information (RFIs) for timely delivery of capabilities. Review contract artifacts, such as Requests for Information (RFIs), Request for Proposals (RFPs), and Requests for Quotes (RFQs) to develop and provide guidance to align with MC-I’s goals and to mitigate project risks. Negotiates contract terms, write contracts and task orders tailored to specific missions with clear service delivery requirements, milestones, and program direction.
  • Provide guidance on all aspects of acquisition, including compliance issues, estimation, cost strategies and project risks. Provides assistance to the CO in conducting source selection activities and documents COR working files.
  • Oversee the performance of contracts in conjunction with the Project and/or Program Managers to ensure Contractor compliance with requirements of the statement of work (SOW), specifications, or performance work statement (PWS). Monitor and evaluate compliance with contract standards, technical requirements of delivery date(s) and period of performance and if performance is within stated price or estimated cost. Provide technical assistance to the contractor within the scope of the contract. Refer conflicts to the Contracting Officer and/or the Contract Specialist for resolution. Review and approve invoices. Determine reasonableness and applicability of contractor invoices/vouchers and recommends approval or rejection of payment. Evaluate contractor performance and input in accordance with Contractor Performance Assessment Reporting System (CPARS).

  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience performing COR functions for Information Technology projects, including but not limited to software development and IT Infrastructure and Operations.
  • Experience producing procurement-sensitive documents, including Statements of Work (SOW), Performance Work Statements (PWS) and Cost Estimates.
  • Experience reviewing and recommending approval of deliverables and invoices on various contract types, including Time and Materials contracts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Acquisition Strategy - management plan that describes the business, technical, and support strategies, including the relationship between the acquisition phases, work efforts, and key program events (for example, decision points, contract awards, test activities).

Administration and Management - Knowledge of planning, coordination, and execution of business functions, resource allocation, and production.

Project Management - Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.

Your qualifications will also be evaluated on the following competencies:
