Summary

This position is located in the Compensation Service (CS), Veterans Benefits Administration (VBA), Department of Veterans Affairs (VA) in Washington, D.C. The incumbent serves as the Director of the Budget and Shared Services Staff and is directly responsible for leading a team performing a wide variety of administrative and high-level analytical duties connected with budget formulation, presentation and execution for Compensation Services and the compensation program.

Duties

Help
  • Manage the compensation program?s budget, working with executive leadership ? to include the CS Director ? and maintains an efficient flow of operational requirements to meet mission demands.
  • Coordinate and prepare all compensation program budget components covering the Presidential budgetary cycle into VBA?s final submission.
  • Work directly with senior executives in CS to ensure a clear message is developed that relays the vision for the compensation program. Interprets Department, OMB, and congressional policies or regulations to justify and submit budget estimates
  • Facilitate the development of long-range planning in the compensation program for budgeting and program requirements to ensure their conformance with established Department policies and intent of Congress.
  • Develop budget models to plan and forecast budget estimates for future years.
  • Determine resource requirements and recommends resource allocations based on priorities and needs.
  • Assess the impact and significance of new or revised legislation, policies, procedures, and program requirements for compensation benefits on the budget and acquisition plan.
  • Oversee the development of technical data, estimates, statistics, recommendations, and other information useful to higher and executive-level managers in determining which goals and objectives to emphasize.
  • Analyze management techniques, processes, and trends and developing and implementing comprehensive strategies for improving organizational effectiveness

Specialized Experience:

GS-15: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-14) in the federal service. Specialized experience is work experience that equipped the applicant with the knowledge, skills and abilities (KSA's) to perform successfully the duties of the position.

Specialized experience for this position is defined as: (1) Managing organizational wide budgets and working with executive leadership to maintain an efficient flow of operational requirements to meet mission demands; (2) Facilitating the development of long-range planning for budgeting and program requirements to ensure conformance with established Departmental policies; (3) Developing budget models to plan and forecast budget estimates for future years; (4) Determining resource requirements and recommending resource allocations based on priorities and organizational needs; AND (5) Overseeing team activities in multiple areas of budget execution including but not limited to contracts, conferences, payroll, financial transitions such as stipends, travel, and supply purchases.

There is no substitute education at the GS-15 grade level.

Pandemic Telework Program:
Due to COVID-19, the VA is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 days. At that time, you may be eligible to request to continue to telework depending upon the terms of your organization's telework policy and the duties of the position.
