Duties

Thisposition is located within the Department of the Interior, Bureau of Safety and Environmental Enforcement with the Office of Production and Development, Office of Regional Supervisor, Gulf of Mexico OCS Region.

At the full performance level (GS-15) the major duties of this position include, but are not limited to the following:

1. Delegating work assignments to a diverse and highly qualified professional staff, assigning the workload in a fair and equitable manner.
2. Ensuring timely performance of work of a satisfactory amount and quality, as well as reviewing, accepting, or rejecting the work for further improvement with the appropriate technical advice to meet acceptable quality standards.
3. Ensuring equal opportunity for all employees under their supervision in the selection of employees for training, awards and recognition, and other career development opportunities.
4. Providing leadership, and guidance for and supervision over the planning, coordinating and execution of highly complex processes related to oil and gas Exploration and Development.
5. Participates in conferences and meetings with lessees, operators, and/or State agencies concerning production rates, conservation issues, gas cap production, downhole commingling, gas flaring/venting, deepwater royalty relief, surface commingling, production measurement, production verification, unitization, enhanced recovery projects, and lease maintenance operations.

BSEE has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information
GS-15; Step 1: $158,649 - Step 10: $183,500 per annum

First time hires to the Federal government normally start at the lower salary range of the grade level.

Minimum Qualification Requirements:
To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.

(1) Basic Educational Requirements: In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:

SUBMISSION OF TRANSCRIPTS IS REQUIRED.

Petroleum Engineer (0881)

A. Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. Geophysicist (1313)

A. Degree: that included at least 30 semester hours in mathematics (including calculus) and the physical sciences (geophysics, physics, engineering, geology, astronomy, meteorology, electronics, etc.).

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education.

Geologist (1350)

A. Degree: geology, plus 20 additional semester hours in any combination of mathematics, physics, chemistry, biological science, structural, chemical, civil, mining or petroleum engineering, computer science, planetary geology, comparative planetology, geophysics, meteorology, hydrology, oceanography, physical geography, marine geology, and cartography.

B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.

(2) Specialized Experience
To qualify for the GS-15, you must possess at least one full year of specialized experience equivalent to the GS-14 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:

1. Applying knowledge of petroleum engineering and/or geoscience concepts to exploration and development programs of OCS gas and oil.

2. Responding to technical and regulatory questions from both internal and external sources regarding assessment of oil and gas resources on the Outer Continental Shelf (OCS).

3. Serving as a subject matter expert in regard to conservation and other Office of Production and Development issues, including gas cap production, downhole commingling, gas flaring/venting, discretionary royalty relief, surface commingling, production measurement, production verification, unitization, enhanced recovery projects, suspensions, and/or production in paying quantities.
