Duties

Help

As a PROGRAM ANALYST (CIVILIAN HARM MITIGATION) at the GS-0343-14 some of your typical work assignments may include:

  • Serves as the Institutional Capacity Building (ICB) Civilian Harm Mitigation and Response (CHMR) expert and advisor to senior agency officials regarding strategic planning and improvements to the organizational processes performance with regards to Civilian Harm Mitigation and Response (to include human rights, International Humanitarian Law, and/or other related areas) impacts to the Security Cooperation (SC)/Security Assistance (SA) Programs.
  • Researches, develops, and oversees the implementation of standard methodologies, frameworks and templates to address continued and emerging initiatives related to protection of civilians in armed conflict including the analysis of the impact on, and requirements for, working with our foreign partners to determine what resources, policies and plans are required.
  • Supports the development, implementation, and oversight of appropriate training related to CHMR for ICB and ICB personnel managing or supporting ICB, SC and SA programs.
  • Monitor, review and analyze risks and opportunities associated with policy dialogues, congressional requirements, and program implementation in order to develop, coordinate, and assess accomplishments of protection of civilians in armed conflict program goals and objectives as they align to DCSU and the Agency's strategic plan and national security, foreign policy and defense guidance.
  • Provides guidance to Combatant Commands on incorporating CHMR objectives into their theater SC strategies and country campaign plans.

Qualifications

You may qualify at the GS-14 grade level, if you fulfill the following qualifications:

One year of specialized experience equivalent to the GS-13 grade level in the Federal service:

  • Civilian Harm Mitigation and Response and related fields (such as Human Rights, International Humanitarian Law, and/or other related areas), developing frameworks and methodologies, program and project plans and design, recommendations and/or other materials related to global/functional initiatives impacting the security cooperation mission and leading projects to facilitate and developing strategic planning and implementation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

Incumbent must attain DoD Security Cooperation Workforce (SCW) Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and DoD Instruction 5132.15, "Implementation of the Security Cooperation Workforce Certification Program". Incumbent must complete DoD SCW Basic-level certification courses within one year.
