This position is in the Office of Audits.
The following are the duties of this position at the EL-13. (Equivalent to the GS-13). If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Analyze a full range of operational and audit policy issues and make recommendations for audit process improvement that conform to GAO's Government Auditing Standards and other professional standards, as applicable.
  • Conduct independent quality control reviews, and continuous monitoring procedures of performance audits to ensure compliance with GAGAS as promulgated by GAO in Government Auditing Standards the CIGIE peer review and quality standards, and Office of Audits policies. Includes, but not limited to, preparation of quality control plans, reviews of audit-related memoranda, and attendance at entrance and exit conferences, interviews, and meetings with Directors and OIG Senior Management, as applicable.
  • Track and maintain staff's Continuing Professional Education (CPE) to ensure compliance with GAO's Government Auditing Standards ongoing education and competency requirements and Office of Audits' policies.
  • Perform a full range of administrative support to include developing, maintaining, and tracking training program budgets; coordinate office purchases; track office-wide audits and milestones; run ad-hoc reports; and maintain office-wide records and documentation.
  • Serve as the Contracting Officer Representative for the Office of Audits electronic work paper system and other contracts, as necessary.
  • Liaise with FHFA's OIG Office of Administration on requests/deliverables related to human resources, time and attendance, building and equipment access, procurements, and other administrative matters, as necessary.

Ethics: FHFA-OIG employees are subject to government-wide ethical standards of conduct, financial disclosure requirements, and post-employment prohibitions. In addition, certain FHFA-OIG employees are prohibited from accepting compensation from Fannie Mae and Freddie Mac for a two-year period after terminating employment with FHFA-OIG. Furthermore, to avoid financial conflicts-of interest or the appearance of conflicts-of-interest, FHFA-OIG employees may need to divest or sell certain assets they, their spouse, or minor children own or control, including securities issued by Fannie Mae, Freddie Mac, or the Federal Home Loan Banks. Employees who work on Federal Home Loan Bank issues may need to sell or divest financial interests with any of the Federal Home Loan Bank members, which may include stock in bank holding companies, insurance companies, and other financial services firms.

Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume.

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the EL-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the EL-11 grade level in the Federal service. Specialized Experience for this position must include:
- Experience developing audit plans, and modifying them during the course of audits to change areas of emphasis or approaches with minimal supervision; AND
- Experience conducting audits, including determining what information should be reviewed, and when and how to obtain information; AND
- Experience reviewing in-progress audits to ensure adherence to work plans and conformance with professional, regulatory, and quality requirements

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the EL-12, you must have been at the EL/GS-11level for 52 weeks.

Education

Education Requirements:
A. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.
OR
B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
