Summary

This position is located in the Pathology and Laboratory Medicine Service (P&LMS) at the VA St. Louis Health Care System. The incumbent serves as a Medical Technician/Phlebotomist in the with the responsibility of obtaining blood samples by venipuncture from inpatients and outpatients. Incumbent is also responsible for correctly routing or delivering samples and maintaining records of blood draws.

Duties

Help

  • Collects, labels, and processes a variety of specimens (drawing blood by means of venipuncture, obtaining urines samples and other clinical specimens as needed).
  • Assists with orientation to new employees and students in the John Cochran & Jefferson Barracks VAMC.
  • Identifies all patients to assure the accuracy of the specimen collected and assures documentation of the collection is appropriate.
  • Distributes add-on orders and recollects patient specimens when determined by the medical technologists to be inadequate or insufficient to meet the test requirements.
  • Uses and performs routine maintenance on laboratory equipment such as portable blood collection stations, centrifuges, and blood pressure cuffs; maintains quality control supplies.
  • Ensures that a sufficient supply of reagents, standards, and controls are available at all times by ordering an adequate supply from commercial sources or preparing a variety of specialized solutions or reagents.
  • Provides clinical support and assists physicians/providers and nurses as needed.
  • Assists physicians and nurses in patient medical emergencies and adheres with all Fire, Safety, and Hazardous Material policies.
  • Maintains patient phlebotomy rooms with medical equipment, supplies, and forms.
  • Orders supplies from central supply and replaces needle boxes/sharps contacts when needed.
  • Performs more complex patient care procedures such as collection of sterile specimens, collection of urine for chain of custody (legal) urine drug screens, and glucose timed testing (GTT).
  • Reports all patient complaints (pain, environment or dissatisfaction with service provider) to the laboratory manager.
  • Demonstrates effective written and oral communication skills.
  • Performs other related duties as assigned.

Qualifications

You may qualify based on your experience and/or education as described below:

  • Designated Drug-Testing Position: Applicants tentatively selected for VA employment in a testing designated position are subject to urinalysis to screen for illegal drug use prior to appointment. Applicants who refuse to be tested will be denied employment with VA. Applicants will not be appointed to the position if a verified positive drug test result is received.
  • English Language Proficiency: In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You must be proficient in basic written and spoken English in order to meet the requirements of this position.
  • Preferred Experience: Experience performing phlebotomy/blood draws on human patients.
  • Minimum Qualifications GS-04: Six months of general experience and six months of specialized experience that equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of this position. General Experience is any type of work that demonstrates your ability to perform the work of the position, or experience that provided a familiarity with the subject matter or processes of the broad subject area of the occupation. Specialized experience includes: technical medical laboratory support work such as performing laboratory tests and examinations (chemical, microbiologic, hematologic and blood banking) and preparing reports of findings; or technical support work in a closely related field, e.g., biological laboratory technician work that required application of the methods and techniques for the position to be filled. This experience must be documented in your resume to receive credit. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have (a) an associate-degree course of study of which the 2nd year of the 2-year program included successful completion of a training course of approximately a year's duration in a certified laboratory assistant school approved by a nationally recognized accrediting agency; (b) 1 year of study that included 6 semester hours in chemistry and/or the biological sciences, plus successful completion of the training course as described in (a) above for GS-3; or (c) 2 years of study that included at least 12 semester hours of chemistry and/or biological science course work that must have been directly related to the specialization of the position to be filled.. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and post-high school education as described that demonstrates your ability to perform the duties of this position. Your experience must be documented, and transcripts are required.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The incumbent must fully utilize all safety practice and equipment provided by the medical center, and in compliance with local and accrediting agency requirements. This position requires visual acuity, keen hearing, clear distinctive speech, and manual dexterity. The work requires moderate physical exertion, such as regular and recurring standing, walking, sitting, twisting or bending to collect blood or record information. In many situations the duration of the activity (such as most of a workday) contributes to the arduous nature of the job. This position requires lifting up to 20lbs and transferring patients or other objects may be required. Additionally, the incumbent may be required to wear protective clothing and take safety precautions.
