Summary

This position is in the Bureau of East Asian and Pacific Affairs, Office of the Executive Director, Systems Division (EAP/EX/SYS). EAP/EX/SYS provides direction and oversight for all aspects of IT issues affecting the bureau's overseas posts and domestic offices, is responsible for long-range planning, and develops IT solutions to meet business needs. The incumbent is responsible for performing the full range of implementation, enhancement, and troubleshooting tasks.

Help
  • Ensures customization, testing, implementation, evaluation, and maintenance of systems throughout the entire lifecycle.
  • Provides technical support to customers who need/request advice, assistance, and training in applying hardware and software systems.
  • Manages, administers, and ensures security, maintenance, and operations of cloud-based services.
  • Researches new technologies, standards, and solutions to ensure adequate information is provided to resource management officials.
  • Responsible for the installation, testing, operation, troubleshooting, and maintenance of IT hardware and software systems.

Qualifications

Applicants must meet all the required qualification requirements described below by the closing date of this announcement.  

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants applying for the GS-12 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:

  1. Attention to Detail - Applies performance measurement techniques and metrics and based on results, recommends configuration changes, reallocation of resources, or upgrading systems to enhance IT Systems operations. 
  2. Customer Service - Advises other specialists and managers on implementation of new or enhanced IT systems IT systems including providing on-the-job and formal training. 
  3. Oral Communication - Discusses technical implications of various alternatives on system capacity, performance, and cost as well as on system direction, intent, and emphasis. 
  4. Problem Solving - Implements plans for the recovery of system data in the event of IT equipment or software failure. 

AND Have at least 1 full year of specialized experience equivalent to the GS-11 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.

Qualifying specialized experience must demonstrate the following:

  • Experience troubleshooting and investigating IT systems related problems, identifying and mitigating security vulnerabilities and risks.
  • Experience performing IT systems administrator duties such as installing new products new software and hardware as well as maintaining servers.
  • Experience recommending and advising configuration changes, reallocation of resources or upgrading systems to enhance IT systems operations.

NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-12 position.
