JOB SUMMARY: The purpose of this position is to supervise, establish and direct a planned, systematic approach of a quality assurance program designed to provide the maintenance managers confidence that aircraft, aircraft systems, products or supporting processes conform to technical, safety, work load and customer requirements. The position serves as the Supervisor of the Quality Assurance Division. In that capacity, the supervisor plans, implements, and executes a quality assurance program that includes independent surveillance and evaluations of all assigned aircraft, aircraft components, and maintenance personnel. Plans, directs, organizes, and exercises control over Quality Assurance Specialists (non-supervisory employees) assigned utilizing a comprehensive knowledge of aircraft to include electronic equipment and systems, manual and automatic flight controls, airframe, landing gear, pneudraulics, and jet engine propulsion, armament, munitions, and associated systems. Applies a comprehensive knowledge of employee relations, management techniques, peer mediation, root cause analysis, trending, and statistical methods. Base level of work supervised is at the GS-11 level.

NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted position that requires membership in a compatible military assignment in the Connecticut Air National Guard. The major duties include, but are not limited to:

  • Plans, organizes, and oversees the activities of the Quality Assurance Division.
  • Plans work to be accomplished by subordinates.
  • Manages, reviews and develops maintenance policy, advising supervisors and employees on both general policy and specific maintenance matters.
  • Maintenance Standardization Evaluation Program (MSEP): Manages the Maintenance Standardization Evaluation Program (MSEP), which provides the Maintenance Group Commander and maintenance managers the visibility to assess and improve the proficiency of the work force, facilitate continuous process improvement, and provide the customer with high quality aircraft and components on time.
  • Ensures personnel use proper data collection techniques and procedures for evaluation, inspection and audit programs and a number of related databases and spreadsheets to capture and catalog data elements for trending, cross-tell, and benchmarking.

Qualifications

GENERAL EXPERIENCE: Experience, education, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items). Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess 36 months of specialized experience in the following:

  • Experience, education, or training involving a thorough knowledge of product or range of products involved, the manufacturing methods and techniques, special processes, test and performance requirements; and skill in developing plans and programs.
  • Experience possessed by an expert in the area of specialization able to give technical direction to otherwise competent workers.
  • Experience determining operations when difficult and questionable phases of malfunctions are found.
  • Experience which required significant and concrete work accomplishments (i.e. special projects, working groups, or detailing assignments) involving interpersonal contacts in a quality assurance or related field.
  • Experience in dealing with management principles and supervisory responsibility for the function required by type of position to be filled and the organization involved.
  • Experience in managing the function of the work to be performed.
  • Experience which includes leading, directing and assigning work of personnel.

KNOWLEDGE, SKILLS AND ABILITIES:
  • Skill in developing quality data sources, recognizing discrepancies, detecting trends, investigating to develop additional information, and preparing documented technical reports of findings.
  • Skill in interpreting, and explaining a variety of technical requirements and in making independent judgements concerning such things as the extent to which procedures conform to requirements, or that procedures are effective in controlling quality.

COMPATIBLE MILITARY ASSIGNMENT: All applications will be considered regardless of Branch/AOC/FA/AFSC. Incumbent will be required to be assigned to compatible military position within 1 year of selection. The selected individual may be required to attend formal technician school training.

SPECIAL REQUIREMENTS: This position requires a security clearance (secret) which the applicant must possess or be able to obtain a clearance within one year of appointment.

Additional information

Primary Change of Station (PCS) relocation expenses will NOT be paid.

Incentive Termination without Recoupment: If you accept a Military Technician (Mil Tech) Permanent position where membership in the National Guard is a condition of employment, your bonus will be terminated with no recoupment as long as you have served at least 6 months of the bonus contract following receipt of the initial bonus payment.
