This position is part of the National Archives and Records Administration. Serves as an Instructional Systems Specialist in the Records Management Training Program within the Office of the Chief Records Officer. Under the supervision of the team supervisor, incumbent will serve as course/program designer for major projects including the analysis, design, development, pilot delivery, implementation and/or evaluation of courses or instructional packages.

As an Instructional Systems Specialist, you will:

  • Determine the learning objectives, cluster learning events, organize course content, develop instruction design plans, and create materials for training products.
  • Develop or revise the specific content, organization, style, format, emphasis, and treatment of each segment of the instructional courses or systems.
  • Develop finished products including lesson plans, participant guides, learning aids, and/or computer-assisted instruction including blended learning, synchronous online learning and asynchronous self-paced eLearning.
  • Design and develop self-paced web-based training materials that adhere to instructional design principles.
  • Develop and maintain professional contacts with expert practitioners, researchers and others in education and training institutions, research organizations, etc.
  • Test and remediate instructional materials to meet Section 508 Compliance.
  • Work with Subject Matter Experts internal and external to agency to develop instructional solutions.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-13, Specialized experience is one year (52 weeks) of experience at the GS-12 level, or equivalent that has equipped you with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is defined as working with instructional systems design and development methodologies and principles to create and conduct training needs assessments to determine the requirements for either revision of instructional systems or the development of new training materials. Examples of such experience may include:

Developing training or instructional materials based on an agency's educational theory and emerging instructional technologies;

OR

Providing technical advice, guidance and recommendations to management and other key officials on training and developmental design.

Candidates MUST provide sample of work products in support of their application. Work products may consist of writing samples, training plans, e-learning course layouts, screenshots and narrative that describes your approach and contributions, functional demonstrations, or screen recordings.

Along with your sample work product, please add a brief narrative (one page or less) that describes your instructional approach and contributions to the design, development, and delivery of instructional media, e-learning, and distance learning. Work products must illustrate each of these three situations:

  • Your contributions to a training analysis or evaluation that resulted in modification to training programs, policies, or standard operating procedures.
  • Your contributions to training materials and storyboards that were implemented in a self-paced e-learning module. This may also include screenshots, recordings, or functional lessons.
  • Your contributions to a strategy proposed to solve a performance problem that resulted in training or performance support materials as intervention.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.

Education

In addition to the specialized experience statements above, you must also have the basic requirement below:

Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.

Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:

1. Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
